Book excerpt: While there is an extensive sociological literature concerning race relations, racial discrimination and the process of migration, this has tended to focus on snapshots at a given moment in time. There are few historical accounts of the development of black communities in Britain. This book will be the first social history of a black community in modern times which attempts to weave many aspects of life together to give a more comprehensive understanding of the lives of black people in Britain. The book will address the way peoples’ lives are constructed through racialized identities and how African Caribbean people in Leicester relate to the wider community. It provides an important contribution to the debate concerning the social class profile of different ethnic groups. The work is gendered throughout and discusses the different nature of the experiences of men and women. The 1991 census shows Leicester to have the highest proportion of ethnic minority residents of any city outside London, however compared to other cities with black and Asian communities, it has received little attention from academics. The present study charts the development of Leicester’s African Caribbean community from its origins in the Second World War to 1981 and its changing construction from 'immigrants' to 'ethnic minority'.

Book excerpt: In its 7th report of session 2006-07 (HC 345-I, ISBN 9780215521330) on British Waterways (BW), the Committee pressed for adequate funding of the waterways network and expressed concern at the poor relations that existed at the time between the Department for Environment, Food and Rural Affairs (Defra) and BW. This further report was prompted by BW's decision in February 2008 to withdraw from the partnership to restore the Cotswold Canals in order to fund urgent repairs to the Monmouthshire and Brecon Canal. The report focuses on BW's regeneration and restoration work, but also looks at how Defra and BW are working together and the Committee is encouraged by an improvement in the relationship and communication between the two bodies. Restoration of canals produces little if any direct benefit to BW and BW has often carried all the financial risk in such projects. Canal restoration schemes can be of great value to the areas where the canals are restored, producing knock-on benefits such as more jobs and visitor income. The BW Board is charged primarily with maintaining the existing waterways network and cannot be expected to take on substantial risk from restoration projects, especially in present economic conditions. If the public sector wishes to obtain external benefits from canal restoration schemes, the bodies responsible for obtaining those benefits should bear the risk. Defra, with British Waterways and other interested bodies, should develop a mechanism to score and prioritise public investment in canal restoration according to the external benefits that would be created, and should agree how the financial risks of such projects should be borne.

The story of the people who refused to fight for their country. Today, the individuals mentioned in this book would be the focus of internet trolls. In their own day they elicited an equally vehement reaction from their communities. These were the people who refused to fight for their country, and they were known as 'Conscientious Objectors'. This book provides a remarkable testimony about the experiences of conscientious objectors and their treatment at the hands of the state. It contradicts the received view that these objectors were treated universally brutally by the army, the prison system and the government, and is bound to lead to a modification of the orthodox view. Andy Ward was given access to 300 letters that had been discovered in a local family’s attic. They record a correspondence from 1916 to the end of the war between Leonard and Roland Payne, two brothers who chose to become conscientious objectors, and their friends and family. The letters follow their journey as the authorities attempted to dissuade them from their course of action, through punishment, until finally they were placed in a situation where they could be useful. Conchies is not a work of purely local history. Rather, it is a case study: local history in a national context and national history in a local context. It is also a very human story, treated with balance and thought. It will appeal to those interested in the First World War, civilian experiences of the War, British social history, the evolving nature of public opinion and the ethical and moral issues of conscience.
