Book excerpt: Using the United States as a basis of comparison, this book makes extensive use of roll call data to explore patterns of legislative politics in Argentina, Brazil, Chile and Uruguay. It distinguishes among parties, factions, coalitions and delegations based on the extent to which they are unified in their voting and/or willing to form policy coalitions with other legislative 'agents'. It discusses the voting unity and ballot systems that allow voters to identify an agent, and describes the degree to which those agents have been flexible with regards to the formation of policy coalitions. It also shows that the US parties have exhibited higher levels of unity but less flexibility in recent years, and thus contrast the prevailing pattern in Latin America. The book focuses its explanation for the patterns on the role of candidate nominations, other aspects of the electoral system and the legislators' ideological alignments.

Book excerpt: In this volume, twelve experts on Latin American politics investigate the ways in which the interaction between legislative institutions and the policy positions of key actors affects the initiation and passage of legislation, covering seven Latin American Countries: Argentina, Brazil, Chile, Colombia, Mexico, Peru, and Uruguay. These seven presidential systems vary widely in terms of their legislative institutions and the position of relevant actors. The introduction provides a framework to understand the interaction of legislative majorities, political institutions, and policy position, and each chapter begins with a description of the constitutional and congressional rules that allocate powers to propose, amend, and veto legislation. The authors then identify the political actors who have these prerogatives and apply the framework to show how their policy positions and relative strengths influence legislative decision-making. The findings are consistent with the basic argument of the book that presidents with extensive legislative powers may be constrained by the positions of their legislative allies, whereas weaker presidents may be well-positioned to build successful coalitions to achieve their legislative goals. The essays in this volume demonstrate that institutional design, which determines the allocation of legislative powers, must be considered along with the policy preferences of key legislative actors in order to construct a full picture of law-making. Available in PDF, EPUB and Kindle. Book excerpt: This dissertation examines the nature of the balance of power between executive and legislative branches in eight Latin American countries. It answers the question of what conditions make legislatures relevant actors in the policy making process. The answer lies in the presence or absence of certain extraordinary powers that the executive has to achieve his preferred policy outcomes over those of the legislature. On a theoretical level, the research engages the debate on competing perspectives that emphasize the causal effects of institutions versus rationality. Looking through the lens of authoritarian legacies and their effects on legislative strength, the findings point to the need to re-examine rational choice-oriented accounts during the transition period when rationalists would predict major changes to authoritarian rules. Equally, it calls into question the historical institutionalist perspective that views changes as rare occurrences outside of periods of critical junctures. When it comes to changing the nature of the executive-legislative relationship from the authoritarian to democratic periods, one sees little change resulting from the transition, but much more substantive changes long after. This suggests that while authoritarian legacies can have a strong influence during and shortly after the transition period, their influences wane with the passage of time and allow for greater subsequent changes that begin to recalibrate the executive-legislative balance of power.

This increase in the number of women elected to national office is due, in large part, to gender-friendly electoral rules such as gender quotas and proportional electoral systems, and it has, in turn, fostered constituent support for representative democracy. Still, this book argues that women are gaining political voice and bringing women's issues to state agendas, but they are not gaining political power. Women are marginalized by the male majority in office and relegated to the least powerful committees and leadership posts, hindering progress toward real political equality. In Political Power and Women's Representation in Latin America, Leslie Schwindt-Bayer examines the causes and consequences of women's representation in Latin America. She does so by asking a series of politically relevant and theoretically challenging questions, including why the numbers of women in office have increased in some countries but vary across others; what the presence of women in office means for the way representatives legislate; and what consequences the election of women bears for representative democracy more generally. Schwindt-Bayer articulates a comprehensive theory of women's representation that analyzes and connects trends in relation to four facets of political representation: formal, descriptive, substantive and symbolic. She then tests this theory empirically using aggregate data from all eighteen Latin American democracies and original fieldwork in Argentina, Colombia and Costa Rica. Ultimately, this book communicates the complex and often incomplete nature of women's political representation in Latin America.

Latin American Party Systems provides a novel theoretical argument to account for differences in the degree to which political party systems in the region were programmatically structured at the end of the twentieth century. Based on a diverse array of indicators and surveys of party legislators and public opinion, the book argues that learning and adaptation through fundamental policy innovations are the main mechanisms by which politicians build programmatic parties. Marshalling extensive evidence, the book's analysis shows the limits of alternative explanations and substantiates a sanguine view of programmatic competition, nevertheless recognizing that this form of party system organization is far from ubiquitous and enduring in Latin America.
