The policymaking outputs help inform readers on how Chinese policymakers have specifically been endeavouring to intervene in left-behind children’s delinquent behaviours and what policy directions the corresponding policymakers are trending towards in the future.

The daily lives of these children, including their caretaking arrangements, parent-child bonding and communication, and schooling, are fraught with distractions and uncertainties. Paying special attention to this marginalized group, this book investigates the role of parental migration and the left-behind status in shaping Chinese family dynamics and children’s general wellbeing, including their school performance, delinquency, resilience, feelings of ambiguous loss, and other psychological problems. Blending theory, empirical research, and real-world interviews with left-behind children, China's Left-Behind Children provides a uniquely close look at these children's lives while also providing the larger national context that defines and shapes their everyday lives.

Book excerpt: China's massive rural-to-urban migration in the past three decades has resulted in more than 60 million children left behind in rural villages by their migrating parents. While parental migration brings extra income via remittance, it also disrupts the family structure and strips children of parental care and supervision, thus exposing them to higher developmental risks. Using propensity score matching techniques and a nationally-representative panel dataset, this study examines the impact of parental migration on the academic development and mental health of China's left-behind children. Findings show left-behind children faring no worse than the rural native children in terms of school grade and cognitive ability but reporting significantly lower subjective well-being and higher psychological distress. Treatment effect variation by gender and by parental migration mode reveals left-behind boys and children left behind by mothers and by both parents to be more vulnerable to the harmful effects of parental migration. The results suggest that while the increased household income via remittance may buffer the negative consequences of parental separation on left-behind children's academic development, it does not alleviate the adverse effects in the mental health domain. Matched data using the propensity score suggest that left-behind children's mental health is related to the strength of parental bonding and the level of tension within the family. These findings call for policy intervention to address left-behind children's mental health.

Book excerpt: The barriers faced by Chinese rural-urban migrants to access social services, particularly education, in host cities could help explain why the majority of migrants choose to leave their children behind. This paper proposes a theoretical framework that allows for an explicit discussion of the link between school fees and the decision of migrant parents to bring their children to the city. The analysis instruments the endogenous school fees with unexpected shocks to the city's public education spending, and empirically tests the theoretical predictions. The findings suggest that higher fees deter migrant workers from bringing their children, especially their daughters; reduce the number of children they bring; and increase educational remittances to rural areas for the children left behind. Increases in school fees most affect vulnerable migrant workers, and are likely to have stronger impacts during an economic crisis. These findings hold for different model specifications and robustness checks.
