In a Leon B. Poullada Memorial Lecture delivered at Princeton University in 1993, R. D. McChesney examined the historical roots of a number of the issues confronting the region today. Here, in a revised version of the lectures, he presents some of Central Asia's enduring realities and the institutions that have been found to best address them. There are four overlapping contexts: geographical/spatial, economic, social, and political. He discusses the way in which problems and issues within these four contexts have been perceived and articulated and how different, particularly "Central Asian," ways of coping with those issues have evolved.

Book excerpt: This book analyzes the Central Asian economies of Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan, from their buffeting by the commodity boom of the early 2000s to its collapse in 2014. Richard Pomfret examines the countries’ relations with external powers and the possibilities for development offered by infrastructure projects as well as rail links between China and Europe. The transition of these nations from centrally planned to market-based economic systems was essentially complete by the early 2000s, when the region experienced a massive increase in world prices for energy and mineral exports. This raised incomes in the main oil and gas exporters, Kazakhstan and Turkmenistan; brought more benefits to the most populous country, Uzbekistan; and left the poorest countries, the Kyrgyz Republic and Tajikistan, dependent on remittances from migrant workers in oil-rich Russia and Kazakhstan. Pomfret considers the enhanced role of the Central Asian nations in the global economy and their varied ties to China, the European Union, Russia, and the United States. With improved infrastructure and connectivity between China and Europe (reflected in regular rail freight services since 2011 and China’s announcement of its Belt and Road Initiative in 2013), relaxation of United Nations sanctions against Iran in 2016, and the change in Uzbekistan’s presidency in late 2016, a window of opportunity appears to have opened for Central Asian countries to achieve more sustainable economic futures.

The contributors apply the experience of the developing market economies to demonstrate that the region still holds considerable potential to become an important, stable supplier of raw materials and a source of industrial demand to the global economy. However, the CCA is equally likely to become a threat to the global economy as a consequence of the misuse of energy revenues to promote the interests of predatory political elites.

Book excerpt: Central Peripheries explores post-Soviet Central Asia through the prism of nation-building. Although relative latecomers on the international scene, the Central Asian states see themselves as globalized, and yet in spite of – or perhaps precisely because of – this, they hold a very classical vision of the nation-state, rejecting the abolition of boundaries and the theory of the ‘death of the nation’. Their unabashed celebration of very classical nationhoods built on post-modern premises challenges the Western view of nationalism as a dying ideology that ought to have been transcended by post-national cosmopolitanism. Marlene Laruelle looks at how states in the region have been navigating the construction of a nation in a post-imperial context where Russia remains the dominant power and cultural reference. She takes into consideration the ways in which the Soviet past has influenced the construction of national storylines, as well as the diversity of each state’s narratives and use of symbolic politics. Exploring state discourses, academic narratives and different forms of popular nationalist storytelling allows Laruelle to depict the complex construction of the national pantheon in the three decades since independence. The involvement of diverse nations in the exploitation and export of Caspian oil offers the best hope of stability in the region, although the fear that a single external power might gain monopolistic control over these coveted resources is an issue of major concern. Any economic or social breakdown in the region is likely to create a dangerous power vacuum, since the states are surrounded by three current nuclear powers and another aspiring nuclear power. These Central Asian states share several characteristics with the Gulf states and like them are exploring avenues for intra-regional cooperation and integration. The Gulf states are therefore poised to play a unique role in the development of the strategic Central Asian region with which its destinies have historically been linked.
