Book excerpt: The conflicts in Lebanon and Bosnia and Herzegovina are often compared due to the multiethnic character of both societies and seemingly similar issues that caused the outbreak of wars. The study of the historical background of the two conflicts however, reveals deep differences in the composition of these two societies, the role that ethnicity and religion played in causing the crisis, and the role that external factors played in the internal affairs of Lebanon and Bosnia. Major theories of the ethnic conflict are examined in order to find out which one(s) could apply to these two cases. The theories of prevention of the inter-communal conflict are examined for the same purpose.--Once the crisis deteriorates into an open conflict, the external actors can intervene with the ultimate goal of either managing the conflict in order to limit its harmful interference, or, more ambitiously, resolving the conflict completely by addressing all underlying issues and attempting to comprehensively solve the outstanding problems.

Book excerpt: The purpose of this study was to examine the dynamics of conflict escalation by systematically testing a number of hypotheses which have filtered through much o f the theoretical literature on conflict within the context of the Lebanese Civi l War using an events data approach. In addition to the theoretical questions of escalation, a historical descriptive analysis of the civil war was provided to complement the quantitative/analytical aspects of the discussion. Hence, the obj ectives of the study were twofold: first, to fill the descriptive void of what l ittle information there is about the Lebanese Civil War and second, to test theo retical propositions about the dynamics of conflict escalation. The theoretical topics--each of which constituted a chapter in the dissertation--encompassed exp lanations which: (1) specified links between governmental repression/coercion an d political violence; (2) examined the links between internal strife and externa l intervention; and (3) identified and described crisis behavior. The more outst anding empirical results yielded the information outlined in the thesis text.

Stocker examines the history of diplomatic relations between the United States and Lebanon during a transformational period for Lebanon and a time of dynamic changes in US policy toward the Middle East. Drawing on tens of thousands of pages of declassified materials from US archives and a variety of Arabic and other non-English sources, Stocker provides a new interpretation of Lebanon’s slide into civil war, as well as insight into the strategy behind US diplomatic initiatives toward the Arab-Israeli conflict. During this period, Stocker argues, Lebanon was often a pawn in the games of larger powers. The stability of Lebanon was an aim of US policy at a time when Israel’s borders with Egypt and Jordan were in active contention. Following the June 1967 Arab-Israeli War, the internal political situation in Lebanon became increasingly unstable due to the regional military and political stalemate, the radicalization of the country’s domestic politics, and the appearance of Palestinian militias on Lebanese territory. US officials were more deeply involved in Lebanese affairs than most outside the region realized. After a series of internal crises in 1969, 1970, and 1973, civil war broke out in Lebanon in 1975. The conflict reached a temporary halt after a Syrian military intervention the following year, but this was only an end to the first stage of what would be a sixteen-year civil war. During these crises, the US sought to help the Lebanese government in a variety of ways, including providing military aid to the Lebanese military, convincing Arab countries to take measures to help the Lebanese government, mediating Lebanon’s relations with Israel, and even supporting certain militias.
