Book excerpt: The first phase of a study of state welfare-to work programs in 1988 consisted of a survey mailed to the states. Results provide practical information on the operational experience of state welfare-to-work programs, and at the national level, enhance both policy development and implementation activities, especially in conjunction with the Job Opportunities and Basic Skills Training Program (JOBS). The study showed that state efforts to promote economic self-sufficiency among welfare recipients have provided both the basis for welfare reform and a valuable lesson on program implementation. The study also revealed that much more needs to be done, particularly in meeting new federal participation requirements and in improving data tracking systems for state and national monitoring and evaluation. Additionally, the study found that most states have created networks involving agencies other than the state welfare agency to provide services to welfare-to-work participants. It also found that most welfare recipients are in need of educational services. Most states have not targeted services to specific groups beyond those required to participate in the welfare-to-work program. The study concluded that many states will have to expand the services included in their welfare-to-work programs to meet the JOBS service requirements, and some states will have to increase substantially the amount of state dollars allocated to the program. Democrats and Republicans at both the national and state levels seem to have agreed that paying public funds to the poor--particularly to single mothers and their children--perpetuates dependency and undermines self-sufficiency and the work ethic. In this book Joel Handler, a national expert on welfare, points out the fallacies in the current proposals for welfare reform, arguing that they merely recycle old remedies that have not worked. He analyzes the prejudice that has historically existed against "the undeserving poor" and shows that the stereotype of the inner-city woman of color who has children in order to stay on welfare is untrue. Most welfare mothers are in the labor market, says Handler; however, the work that is available to them is most often low-wage, part-time employment with no benefits. Efforts to move large numbers of welfare recipients to full-time employment are not likely to be successful, especially since most of the welfare programs for single mothers are at the state and local levels, and these governments are reluctant to spend the extra money needed to institute work or other reform programs. Handler suggests that national reform efforts should focus less on welfare and blaming the victim and more on increasing labor markets and reducing poverty through legislation that promotes, for example, the Earned Income Tax Credit and universal health care benefits. Welfare reform, by itself, does nothing to improve the job market, and unless there are more jobs paying more income, we will have done nothing to lessen poverty or reduce welfare.

The successes and failures of social policy over the last thirty-five years have given us valuable feedback about the design of successful social policy. Wisconsin's "Learnfare" program, for example, cuts a family's welfare benefits if children skip school too often. A new law in New Jersey will deny additional benefits to single women if they have more children while on welfare. Welfare advocates call such proposals punitive and question their effectiveness, but the public appears to approve of the idea. The debate over what is often called "the new paternalism" comes as welfare rolls are reaching record levels. As the political season heats up, candidates in both parties are promising further reforms of the welfare system, but the exact shape of those changes -- and their effects -- remains to be seen.
