Her cultural comparison of the military and nongovernmental organizations is insightful and valuable. Throughout her work Colonel Isola provides tangible, real examples from past operations of what worked and what did not--and why. The implications for the future are clear.The Mobility Air Forces (MAF) have sustained an extraordinary operations tempo for the last 10 years in performing peacekeeping and humanitarian assistance operations, not to mention a plethora of other operations and contingencies. Surely--one would assume--there must be a surfeit of documents capturing the experiences, struggles, successes, and lessons learned of MAF war fighters who led the execution of these incredibly complex operations, which were studded with tactical risks and strategic effects speed bumps, especially since they often required miracles from the mere mortals leading them.No such surfeit exists. There are a smattering of articles and reports, such as Col Clifton L. "Cliff" Bray's outstanding, jaw-dropping case study on the 86th Contingency Response Group's (CRG) involvement in Operation Shining Hope in Tirane, Albania, and a few "lessons learned" documents that are mostly from Army institutions. There appears to be little tangible, strategically crosscutting guidance that a MAF leader, whether a tanker-airlift control element commander or a director of mobility forces (DIRMOBFOR), could grab onto as he or she enters into what is one of our most difficult missions.One also would assume, that given the war stories told the world over of the convoluted and thorny nature of these operations, surely the MAF must be teaching its student DIRMOBFORs the nature, doctrine, strategic implications, and practical execution of these operations from the strategic perspective. My contacts with the Air Mobility Warfare Center--owners of the DIRMOBFOR course--did not show that to be so.

It sets forth joint doctrine to govern the activities and performance of the Armed Forces of the United States in joint operations and provides the doctrinal basis for interagency coordination and for US military involvement in multinational operations. It provides military guidance for the exercise of authority by combatant commanders and other joint force commanders (JFCs) and prescribes joint doctrine for operations, education, and training. It provides military guidance for use by the Armed Forces in preparing their appropriate plans. It is not the intent of this publication to restrict the authority of the JFC from organizing the force and executing the mission in a manner the JFC deems most appropriate to ensure unity of effort in the accomplishment of the overall objective. 3. Application a. Joint doctrine established in this publication applies to the joint staff, commanders of combatant commands, subunified commands, joint task forces, subordinate components of these commands, and the Services. b. The guidance in this publication is authoritative; as such, this doctrine will be followed except when, in the judgment of the commander, exceptional circumstances dictate otherwise. The document analyzes current theater air mobility organization and command and control (C2) for supporting Military Operations Other Than War (MOOTW) and multiple Joint Task Force (JTF) scenarios. A problem lies in the fact that current Air Force and air mobility doctrine establishes C2 with the Joint Forces Air Component Commander (JFACC) instead of with the Director of Mobility Forces (DIRMOBFOR) who oversees theater air mobility operations. During Operation ALLIED FORCE, this lack of C2 at the air mobility level created a coordination nightmare for the DIRMOBFOR as every mission (not sortie) had to be coordinated for validation with numerous commands and organizations until tactical control (TACON) of air mobility assets was delegated by the JFACC.

Air mobility operations support all of the geographic combatant commanders and functional combatant commanders. The foundational components of air mobility operations-airlift, air refueling, air mobility support, and aeromedical evacuation-work with other combat forces to achieve national and joint force commander objectives. Joint doctrine defines air mobility as "the rapid movement of personnel, materiel, and forces to and from or within a theater by air. "The Department of Defense (DOD) transportation mission involves many transportation communities and assets, services, and systems owned by, contracted for, or controlled by the DOD. US Transportation Command serves as the manager of the transportation community and is supported by the Air Force's Air Mobility Command, the Army's Surface Deployment and Distribution Command, and the US Navy's Military Sealift Command. Mobility air forces (MAF) provide rapid global mobility and conduct air mobility operations. These forces deliver the global reach and global power necessary to achieve US national objectives. The US military is called upon by national leaders to perform their functions around the globe either directly accomplishing national objectives or supporting other agencies. All Services and US government agencies rely upon Air Force MAF to rapidly move personnel and resources. "Mobility forces are more than 'enablers' and 'enhancers' in that they quickly project forces and take the fight to the enemy. As the United States moves into a realm of uncertain adversaries, it is the capability of our mobility forces that will ensure the force projection necessary to protect US national interests. "To properly discuss air mobility operations, the Air Force builds on the joint definition to include the support required to conduct air mobility operations.

Book excerpt: The U.S. military's joint doctrine identifies humanitarian assistance (HA) as one of 16 Military Operations Other Than War (MOOTW) The military's goal is to relieve the suffering of natural and man-made disasters, Often times, these disasters are superimposed with civil war or other political and security challenges, transforming them into situations known as "complex emergencies." Within these emergencies, actors use food as a deadly weapon. Unfortunately, contemporary military doctrine supporting HA remains underdeveloped compared to more traditional war fighting missions. This research focuses on framing airpower's desired effects during HA missions, missions analyzed for tactical (i.e., local), operational (i.e., regional), and strategic (i.e., national and international) implications. Small units at the tactical level can save lives, stop population dislocations, and influence attitudes and behaviors by delivering aid, Joint command structures coordinate and combine tactical efforts with other agencies and create the operational level effects of securing the food supply chain, protecting the population, containing spillover, and creating a functioning economy, police force, and government. Strategically, national image, political access, and cooperation can be improved through effective humanitarian aid. Airpower's speed and ability to reach remote areas can create these effects. New tools, such as large airships capable of direct delivery, can optimize and economize the effects to support US national security goals.

Book excerpt: Although the September 11 terrorist attacks and the 2001 Quadrennial Defense Review (QDR) have led the Department of Defense (DoD) leadership to change its terms of reference for sizing and planning its force, these events have not changed the dual objectives of U.S. peacetime air mobility operations: to meet peacetime demand and to maintain wartime readiness. This study compares the peacetime tempo of air mobility operations in the Cold War (the 1980s) with that of the post-Cold War period (the 1990s) and examines the factors and as sociated trends that can affect the Air Mobility Command's (AMC's) ability to meet these dual objectives in a cost-effective manner. Does AMC have the flexibility to generate enough flying hours for pilot training when flying demand is low? Can AMC man flying operations with the number of pilots Congress has authorized? How well does the actual ratio of copilots (CPs) to aircraft commanders (ACs) match what is authorized? Comparing peacetime operations in the 1980s with those of the 1990s, did pilots get less hands-on training during flights in the latter period? Was AMC less able to project airlift demand accurately in the latter than in the former period? Did AMC have to fly more missions with shorter advance notice? Has AMC been successful in using reimbursements from its customers to defray its operating expenses? We will first report our findings on these factors and trends and will then suggest measures to correct the problems we have identified.
