However, contrary to the Western preference for liberal democracy and 'procedural legitimacy,' the Chinese government's attempt at bolstering legitimacy has emphasized performance-based, responsibility-based, morality-based, and ideology-based arguments in order to gain popular support and maintain regime stability. In order to understand and explain political phenomena in China, it is necessary to revisit the concepts, theories, and sources of legitimacy and their applications in the Chinese context. Contributors of this book have approached legitimacy from both normative and empirical perspectives, and from Western and Chinese perspectives, thus this edited volume offers lessons and insights for and from China, and contributes to the ongoing theoretical debates as well as empirical research on legitimacy in the Chinese context.

With Xi Jinping potentially set as president for life, China’s move toward political democracy may appear stalled. But Jiwei Ci argues that four decades of reform have created a mentality in the Chinese people that is just waiting for the political system to catch up, resulting in a disjunction between popular expectations and political realities. The inherent tensions in a largely democratic society without a democratic political system will trigger an unprecedented crisis of legitimacy, forcing the Communist Party to act or die. This book examines the role of traditional Chinese values, ideology, and philosophy as a key determinant in modern China’s leadership succession. The author asserts that, as communist ideology wanes, Chinese leaders will turn to their own traditional values found in Confucianism, Daoism, and Buddhism to establish legitimacy to rule as they seek to promote Chinese prominence and greatness in the world. The author’s research assesses China’s promotion of its own traditional values in rejecting foreign value influence. Since the inception of modern China at the beginning of the 20th century, China’s leadership transition has evolved from an authoritarian, cult-like dictatorship to a consensus-oriented process. In researching this metamorphosis, this book offers social, political, cultural, and historical perspectives to demonstrate that Chinese human values and character factors have risen in prominence as key elements in the mandate of Chinese governance and leadership. The author concludes that Chinese leadership values and its study and diffusion across sectors of Chinese leadership—including business, organizations, and government—have become a means to accentuate Chinese values as a viable alternative to Western claims of absolute and universally accepted values.

Part II focuses on the challenges to regime legitimacy of the increasingly widespread popular protests and civil activism. Part III examines the regime’s responses to these challenges, including coercive repression, adaptation, and economic performance. This book finds that, while repression can hardly stop popular protests – and often backfires – economic performance legitimacy is increasingly difficult to be maintained. The only way out is the adaptation to the changing domestic and international environment. The chapters in this collection were originally published in the Journal of Contemporary China.

What does China want, does it have a grand strategy to achieve it, and what should the United States do about it? In The Long Game, Rush Doshi draws from a rich base of Chinese primary sources, including decades worth of party documents, leaked materials, memoirs by party leaders, and a careful analysis of China's conduct to provide a history of China's grand strategy since the end of the Cold War. Taking readers behind the Party's closed doors, he uncovers Beijing's long, methodical game to displace America from its hegemonic position in both the East Asia regional and global orders through three sequential "strategies of displacement." Beginning in the 1980s, China focused for two decades on "hiding capabilities and biding time." After the 2008 Global Financial Crisis, it became more assertive regionally, following a policy of "actively accomplishing something." Finally, in the aftermath populist elections of 2016, China shifted to an even more aggressive strategy for undermining US hegemony, adopting the phrase "great changes unseen in century." After charting how China's long game has evolved, Doshi offers a comprehensive yet asymmetric plan for an effective US response. Ironically, his proposed approach takes a page from Beijing's own strategic playbook to undermine China's ambitions and strengthen American order without competing dollar-for-dollar, ship-for-ship, or loan-for-loan.
