Book excerpt: Since the end of bipolarism, the concept of asymmetric warfare, and of asymmetric conflict in general, has been increasingly applied with regard to armed forces activities and tasks. This book presents the findings of comparative empirical research conducted in selected military units by a group of distinguished experts on military organization, who hail from the eight participating countries: Bulgaria, Cameroon, Denmark, Finland, Italy, Lithuania, the Philippines and Spain. It discusses remarks made by military leaders with extensive experience in the field regarding current doctrines on military leadership and their applicability in the field, as well as proposals and suggestions for new directions. “It is a complex relation, always based on respect and politeness, but often with mismatched interests.” (Army Colonel). “It makes you realize that there is a cultural gap. You must firstly understand who you are going to relate to, and the culture of these people, and then try to establish a certain kind of relationship. Often the platoon commander states his objective and must try to establish a relationship, contact with the village chief.” (Army Lieutenant, Platoon Commander). “[In Afghanistan] We had meals with the locals, sometimes the food didn’t taste good, but you had to eat it if you wanted to be welcomed back again” (Army Captain, Company Commander). These are just some of the many voices stemming from the ground in diverse international asymmetric conflict theatres (in Iraq, in Kosovo, in Afghanistan...), comments by military officers, commanders at different hierarchical levels, asked to reflect on their experiences as military leaders in crisis response operations. Military professionals, and military leaders in particular, perceive themselves as facing ambiguous situations that require an update in their professional training, and new skills to confront unexpected and unpredictable factors. Drawing on lived experiences, the book offers insights into what a new kind of leadership means when leaders have to cope with diverse and unclear missions. It also addresses leadership styles and behaviours, as well as individual adaptive behaviours on the part of military leaders, with special reference to middle and middle-high level ranks, such as captains, majors and colonels. Given its scope, the book will appeal not only to military professionals and military affairs scholars and experts, but also to readers interested in gaining a better understanding of the challenges that international expeditionary units are facing in crisis areas around the globe.

Book excerpt: The Asymmetric Warfare Group offers the Asymmetric Warfare Adaptive Leader Program (AWALP)--a 10-day course designed to enhance adaptive performance in leaders and promote innovative solutions in training in support of unified land operations. This report describes results of a systematic evaluation of AWALP, offers recommendations to improve the course, and provides recommendations for ongoing evaluation of AWALP and other courses or events that address adaptive performance and acquisition of other intangible skills. The study used a pretest-posttest design and collected data from 104 students who participated in AWALP. Results show substantial improvement in training outcomes, including students' self-efficacy for being adaptive and leading adaptive teams and knowledge of course concepts. Graduates also reported that they were applying course concepts on the job after returning to their units. In addition, students had exceptionally favorable reactions to AWALP and remained extremely positive about the course three months after graduation. Results indicate few needs for improvement in the course; the most important area to address is challenges in applying concepts on the job because of the command climate and entrenched leadership. Recommendations for ongoing evaluation focus on obtaining additional measures of adaptive performance, particularly to establish the impact of AWALP on subsequent job performance. The current success of AWALP suggests that its approach to training might be usefully expanded in the Army, and the authors discuss strategies to achieve broader dissemination. Finally, the authors describe how the methods used in this study might be applied to evaluating related training in other contexts.

The study presents a high-stakes problem set requiring an operational adaptation by a cavalry squadron in Baghdad, Iraq. This problematic reality triggers the struggle in finding a creative solution, as cultural norms serve as barriers against overturning accepted solutions that have proven successful in the past, even if they do not fit today's reality. The case highlights leaders who are constrained by assumptions and therefore suffer the consequences of failing to adapt quickly to a changed environment. Emphasizing the importance of reflection and a willingness to experiment and assume risk, the case study transitions to an example of a successful application of adaptive leadership and adaptive work performed by the organization. The case study serves as a microcosm of the challenges facing the U.S. Army. The corresponding leadership framework presented can be used as a model for the Army as it attempts to move forward in its efforts to make adaptation an institutional imperative (Chapters 1 and 2). The paper presents a holistic approach to leadership, whereby the leader transcends being simply an authority figure and becomes instead a real leader who provides a safe and creative learning environment for the organization to tackle and solve adaptive challenges (Chapter 3). The paper concludes with a recommendation that Army leaders apply Harvard Professor Dean Williams's theory of leadership to the challenges confronting the Army's leader development process so as to improve its efforts to grow adaptive leaders (Chapter 4).

This book is an attempt to not only define the essence of leadership, especially the kind that is required at the tactical level, but to enable us as leaders to become decisive and make a positive impact. Learning is being able to profit from experience. The best way to learn about leadership is to study the examples provided by history. We can learn from weak leaders as much as we can from great leaders. To that end, this book draws from numerous battles and engagements in an effort to gain 'theoretical experience, ' a sort of imaginative practical application. Whereas 'theoretical' concerns itself with the theory of a subject rather than its 'experiential' and practical application, we, by means of our conceptual and imaginative abilities, may gain theoretical experience as though having 'been there and done that' ourselves. As Liddell Hart once aptly put it, "With two thousand years of examples behind us, we have no excuse for not fighting well." With this in mind, using various examples drawn from history, this volume is designed to apportion practical tools of leadership to the leaders of America's Armed Forces. One might ask: What benefit does a study of historical figures afford to the study of leadership? In a word, much in every way, as John Jessup observes, "Despite vast changes in technology since World War II, the combat leader may still learn much from the study of past battles and campaigns. Weather, terrain, and intelligence of friendly and enemy dispositions, for instance, are as important today as in the days of Alexander, Frederick the Great, and Napoleon; human reactions in combat remain relatively constant." Thus, as Napoleon once said, "Read and reread the deeds of the great commanders, it is the only way to learn the art of war." This book consists of seven parts. My agenda will be to gain a thorough understanding of leadership in all its facets. Beginning with definitions, my method will be to explore the various attributes and skills associated with leadership, making certain distinctions between it and management with an emphasis on tactics. This will be the focus of chapters one to three. Chapters four through fifteen flesh out these ideas through the lens of military history. Then in chapters sixteen through twenty-two, my intent will be to focus on leadership through instruction and counseling, finishing the discussion with a method on how to use history so as to avoid its catastrophes and failings of others. Finally, several appendices provide the leader with creeds and principles for which to guide action. In preparing this book I have been overwhelmed by the generous scale of assistance and inspiration I have received. My friends have graced me with sound advice and technical expertise. The 2005 Army Posture Statement states: "Operating within an uncertain, unpredictable environment, the Army must be prepared to sustain operations during a period of persistent conflict--a blurring of familiar distinctions between war and peace." This is a protracted war against adversaries employing irregular, unconventional, and asymmetrical means. The implications of this new context are clear: "Adapt or Die." This bold statement resonates with Soldiers in combat; they implicitly understand the wisdom in it. However, thousands of miles away and removed from the imminent threat that so persuasively catalyzes the Soldier's wisdom, the bureaucratic system of our Institutional Army rationally ponders the "truth" of this command. The adaptive-challenge time horizon for the Soldier in combat is measured in seconds, minutes, and hours, all of which he can judge by looking at his watch. For the Institutional Army, steeped in deliberate and rational methods designed for peacetime innovation, the time horizon is measured in the months, quarters, and years which lay out well on a multiyear calendar. While the Soldier is decisively concerned about the challenges he faces in this fight, the institution is focused on the next fight or even the "fight after next." Within the new strategic context, these different time horizons are incompatible. As General Kevin P. Byrnes, Training and Doctrine (TRADOC) Commander, said, "In wartime, we can't afford such a system." In many ways, senior Army leadership and the leaders in front of the bureaucratic systems have and are addressing much of the inertia and structure that resists change, or that is so farsighted so as to not focus on the challenges Soldiers currently face. The formation and deployment of the Improvised Explosives Device (IED) Task Force, the expanded role for the Center for Army Lessons Learned (CALL), and the integration of Rapid Fielding Initiatives are all innovative and adaptive cases in point. However, the concern of this paper is on the leader education system for this new strategic environment. Our education system needs to focus on developing agile leaders who are prepared for the challenges and complexities of this environment. To train and educate these leaders, our TRADOC institutions will have to adapt and innovate--they will have to become agile learning organizations in harmony with the new strategic context. In "Adapt or Die," Brigadier General David A. Fastabend puts it this way: "In the volatile, uncertain, complex, and ambiguous environment we face for the foreseeable future, if we were to choose one advantage over our adversaries it would certainly be this: to be superior in the art of learning and adaptation. This is the imperative for a culture of innovation in the United States Army."
