François-Paul de Lisola a été l'inspirateur le plus précoce et le plus virulent de cette rhétorique. Né en Franche-Comté en 1613, zélé serviteur du Saint-Empire germanique, catholique fidèle et farouche défenseur des intérêts des Habsbourg d'Autriche et d'Espagne, il mena une double carrière de diplomate et d'écrivain politique. De la guerre de Dévolution dans les Pays-Bas espagnols (1667-1668) à sa mort en 1674, il composa une série de pamphlets qui rencontrèrent un succès considérable. Ces textes servirent de référence et de modèle dans la guerre psychologique qui s'engagea contre Louis XIV, au moment où les armées royales triomphaient en Europe. S'appuyant sur une vaste enquête archivistique et combinant avec finesse l'analyse des réseaux de Lisola, des canaux de diffusion de ses idées (notamment en pays protestants), de son vocabulaire et de sa pensée politique, l'auteur s'efforce de mesurer l'influence exercée sur les élites et les milieux éclairés d'Europe par Le Bouclier d'Etat et de Justice (1667), le texte le plus largement répandu et commenté de Lisola. Avec la redécouverte de ce véritable bréviaire d'opposition à la France de Louis XIV, c'est un pan oublié du Grand Siècle qui se dévoile, loin des idées reçues sur la gloire du Roi Soleil ou des caricatures faciles de son règne.
