But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.

Una dettagliata analisi è altresì dedicata alle regole in tema di reclutamento, con particolare attenzione alle nuove norme sui concorsi, in specie quelle riguardanti utilizzabilità e durata delle graduatorie di idonei. Infine viene attribuita adeguata attenzione all’inserimento attivo dei disabili nelle pubbliche amministrazioni. La terza sezione analizza invece il tema dello smart working e del lavoro occasionale: in questo quadro assume una valenza positiva l’attenzione alla conciliazione dell’impegno lavorativo con le altre esigenze vitali dei dipendenti pubblici, esigenza questa che si esprime con l’incentivazione del lavoro a distanza. La materia disciplinare apre la quarta sezione: si analizzano, in particolare, la nuova disciplina del licenziamento disciplinare, l’arricchimento del catalogo delle infrazioni e l’accurata ricostruzione delle innovazioni in materia di visite fiscali. La quinta sezione riguarda la rivisitazione del sistema di valutazione delle performance realizzata con il d. lgs. n. 74/17, senza trascurare la mancata riforma della dirigenza; mentre la sesta sezione si esaurisce nell’analisi della confermata tutela reintegratoria per tutti i dipendenti pubblici, dirigenti e non dirigenti.La settima e ultima sezione, infine, è dedicata a quattro riforme settoriali di grande importanza e per le quali si sono posti problemi applicativi di rilevanza generale, ossia: le riforme relative al personale sanitario, alla scuola, alle società a partecipazione pubblica e al sistema museale.
