La première partie donne les principes généraux du fonctionnement d'un service de contrôle de gestion : sa vocation, son rôle, ses tâches (la collecte des informations, l'exploitation des données recueillies et la publication des résultats) et sa finalité, c'est-à-dire sa participation à la gestion des grandes fonctions par la mesure d'indicateurs de coûts et d'activité. La deuxième partie est consacrée aux outils du contrôle de gestion, propres aux exigences de la gestion financière hospitalière : les indicateurs utilisés (données de la comptabilité analytique), les systèmes d'information (fichiers de structure ou découpage transversal affectant les coûts par malade et par activité), les outils d'analyse statistique (économétrie, analyse de données, enquêtes par sondage), la communication des résultats aux responsables des activités et des services, afin de leur fournir les moyens d'une bonne gestion. Cet ouvrage, qui propose un mode de développement du contrôle de gestion directement appliqué au milieu hospitalier, est destiné aux administrateurs et directeurs des hôpitaux, aux chefs de service des hôpitaux, à la formation des responsables hospitaliers.

Book excerpt: La these part d'un double constat : malgre des tentatives recurrentes d'ameliorations et de reformes, la comptabilite de gestion ne semble toujours pas sortie de l'etat de crise qui, depuis plus de dix ans, est le sien. pour ce qui est du domaine de la sante, les depenses ne sont toujours pas reellement maitrisees d'une maniere satisfaisante; la mise en place d'une organisation des soins est sujette a bien des difficultes, malgre les tentatives de ces dernieres annees. serait-ce que les problemes rencontres par les institutions sanitaires ne sont pas de nature gestionnaire et n'incombent pas aux difficultes qu'eprouve le controle de gestion a "integrer" et a "differencier" les actes individuels ? la recherche menee dans un cadre ingenierique vise donc en deux temps, a proposer des reponses. temps 1 : a la lumiere de la theorie de la contingence, l'auteur montre que le systeme de controle de gestion (cdg), mis en place par les tutelles, ne constitue pas une reponse aux attentes des gestionnaires des etablissements de soins prive : cet outil ne semble pas pouvoir etre un instrument de cdg interne et son usage comme base de negociation tarifaire parait limite. temps 2 : la recherche explore les potentialites des nouvelles pratiques de gestion (gestion par les processus) pour proposer une solution alternative aux outils actuellement en fonction, la theorie de la contingence etant mobilisee pour apprecier l'alternative. au-dela de la problematique propre au secteur hospitalier, c'est plus largement, l'evaluation du cdg qui est abordee au travers des potentialites qu'offre la theorie de la contingence. l'etude participe ainsi au renforcement de l'ancrage theorique du cdg dans le cadre d'une problematique de secteur qui semble bien etre encore d'actualite. mais, d'une facon plus globale, ce travail participe a la reflexion sur les principes de construction des systemes de comptabilite de gestion percus comme des systemes de representation de l'organisation.

Opioid overdose is easily reversed with the opioid antidote naloxone and with basic life support. Such care is generally only available in medical settings, however. These guidelines recommend that people who are likely to witness an opioid overdose, including people who use opioids, and their family and friends should be given access to naloxone and training in its use so that they can respond to opioid overdose in an emergency if a medical response is not available. Naloxone can be injected or administered intra-nasally and has minimal effects in people who have not used opioids. While naloxone administered by bystanders is a potentially life-saving emergency interim response to opioid overdose, it should not be seen as a replacement for comprehensive medical care.
