Book excerpt: Cette thèse vise à étudier la portée et les limites de l'intermédiation financière (formelle et informelle), et à proposer des politiques monétaire et financière adaptées à ce dualisme financier en vue d'instaurer un système de financement efficace dans les pays en voie de développement (PVD), en général, et les pays d'Afrique de la zone franc (PAZF), en particulier.En effet, l'analyse des systèmes financiers informels a montré que ceux-ci sont caractérisés par la coexistence des agents financiers formels (institutions financières bancaires et non bancaires) et informels (se présentant sous différentes formes).Cette thèse montre que les agents financiers formels ont bien une fonction d'intermédiation financière dont les fondements et les mécanismes se distinguent, mais parfois, se rapprochent de ceux des agents formels.L'analyse quantitative et qualitative de la fonction d'intermédiation financière de ces deux types d'agents financiers a révélé que les agents financiers formels, notamment ceux des PAZF, même s'ils assurent l'essentiel des financements dans ces pays, ne jouent pas efficacement leur rôle d'intermédiaire financier ; alors que, les agents financiers informels jouent un rôle indéniable dans le financement de ces économies, et assurent incontestablement, un rôle d'intégration économique et sociale des populations délaissées par la finance formelle. Book excerpt: Pendant longtemps, le statut paradoxal de la monnaie dans les théories de la croissance est expliqué par le clivage hétérodoxe-orthodoxe concernant son endogeneité-exogeneité selon le sens attribué à la causalité épargne-investissement. Mais, depuis les années 1980, suite à la crise de la dette extérieure, les modèles de croissance endogène qui intègrent le rôle de la finance concluent que le niveau de développement financier peut constituer un effet de rattrapage et de convergence économique, ou au contraire de pièges de pauvreté. Les résultats de notre étude du cas tunisien indiquent l'existence d'une interrelation positive entre le niveau de développement financier et le degré de développement économique qui est dominée par l'effet de la finance induit par la demande. Par ailleurs, les politiques de libéralisation financière constituent une stratégie controversée de développement économique. La validité de leurs postulats et les hypothèses qui les sous-tendent pour le cas de la Tunisie sont confirmés par nos tests économétriques. En revanche, théoriquement, le rationnement du crédit, le dualisme financier, et les imperfections du marché, constituent les soubassements critiques de ces politiques. La stabilité macro-économique, la séquentialisation des réformes, la réglementation prudentielle, la supervision, et la bonne gouvernance, sont des conditions primordiales pour éviter les effets pervers possibles. Egalement, la convertibilité totale de la monnaie des pays en développement comme la Tunisie, nécessite l'adaptation de leurs régimes de change et la signature d'accords monétaires bilatéraux ou régionaux pour se prémunir contre le risque de crises monétaire et financière face aux chocs asymétriques. A cet égard, la théorie de la répression financière ne peut pas être rejetée si et seulement si elle est souscrit dans des politiques économiques de long terme qui allient marché et Etat.

This book explores how continued emigration and increasing immigration is transforming contemporary Moroccan society, with a particular emphasis on the way the Moroccan state is dealing with shifting migratory realities. The authors of this collective volume embark on a dialogue between theory and empirical research, showcasing how contemporary migration theories help understanding recent trends in Moroccan migration, and, vice-versa, how the specific Moroccan case enriches migration theory. This perspective helps to overcome the still predominant Western-centric research view that artificially divide the world into ‘receiving’ and ‘sending’ countries and largely disregards the dynamics of and experiences with migration in countries in the Global South. The First World War and the revolutionary wave it provoked in Russia and elsewhere were powerful inspirations for the founding of the ILO. There was a growing understanding that social justice, in particular by improving labour conditions, was an essential precondition for universal peace. Since then, the ILO has seen successes and set-backs; it has been ridiculed and praised. Much has been written about the ILO; there are semi-official histories and some critical studies on the organization's history have recently been published. Yet, further source-based critical and comprehensive analyses of the organization's origins and development are still lacking. The present collection of eighteen essays is an attempt to change this unsatisfactory situation by complementing those histories that already exist, exploring new topics, and offering new perspectives. It is guided by the observation that the ILO's history is not primarily about «elaborating beautiful texts and collecting impressive instruments for ratification» but about effecting «real change and more happiness in peoples' lives».

Where possible, the authors note the contexts in which population effects are strongest and weakest. Second, all of the outcomes examined in this book are influenced by factors other than population growth. Moreover, the impact of population growth may itself vary according to the presence or absence of other factors. This again makes bl anket statements about the effects of population growth difficult. Throughout the chapters, the authors try to identify other relevant factors that influence the outcomes we discuss or that influence the impact of population growth on those outcomes.

Whether that gamble is still capable of paying-off is the subject of this book, by a former ILO insider with an unrivalled knowledge of its work. Book excerpt: Why India's problems won't be solved by rapid economic growth alone When India became independent in 1947 after two centuries of colonial rule, it immediately adopted a firmly democratic political system, with multiple parties, freedom of speech, and extensive political rights. The famines of the British era disappeared, and steady economic growth replaced the economic stagnation of the Raj. The growth of the Indian economy quickened further over the last three decades and became the second fastest among large economies. Despite a recent dip, it is still one of the highest in the world. Maintaining rapid as well as environmentally sustainable growth remains an important and achievable goal for India. In An Uncertain Glory, two of India's leading economists argue that the country's main problems lie in the lack of attention paid to the essential needs of the people, especially of the poor, and often of women. There have been major failures both to foster participatory growth and to make good use of the public resources generated by economic growth to enhance people's living conditions. There is also a continued inadequacy of social services such as schooling and medical care as well as of physical services such as safe water, electricity, drainage, transportation, and sanitation. In the long run, even the feasibility of high economic growth is threatened by the underdevelopment of social and physical infrastructure and the neglect of human capabilities, in contrast with the Asian approach of simultaneous pursuit of economic growth and human development, as pioneered by Japan, South Korea, and China. In a democratic system, which India has great reason to value, addressing these failures requires not only significant policy rethinking by the government, but also a clearer public understanding of the abysmal extent of social and economic deprivations in the country. The deep inequalities in Indian society tend to constrict public discussion, confining it largely to the lives and concerns of the relatively affluent. Drèze and Sen present a powerful analysis of these deprivations and inequalities as well as the possibility of change through democratic practice.
