Le volet prévention des pollutions et des risques est complété par un panorama des dispositions urbanistiques, ayant pour finalité d’éviter les imbrications zones habitées/industrie, sources de nuisances voire de risques pour le voisinage des activités industrielles. Enfin, les dispositions prises en application du droit à l’information des citoyens en matière d’environnement et les instances de concertation sont présentées. Cet ouvrage s’adresse autant aux industriels, qu’aux services de l’État et aux collectivités territoriales, concernés par la problématique de gestion des activités industrielles. Il est également destiné aux étudiants s’intéressant à cet aspect du droit de l’'environnement.

La construction de la notion de risque professionnel a circonscrit les - problématiques de santé au travail dans le champ des relations de travail. Ce régime a été adapté aux nécessités conjoncturelles pendant près d'un siècle. Aujourd'hui, il est marqué par des évolutions impliquant une recomposition du régime juridique des risques professionnels autour du concept d'ordre public sanitaire. Dans un contexte où l'ordre juridique communautaire commande l'intégration des politiques sociales, sanitaires et environnementales, le rapport au risque modifie les contours du couple prévention/réparation. La prolifération et la globalisation des dommages invitent à' décloisonner les préoccupations de santé au travail et d'identifier les, facteurs d'évolution du droit à l'aune des concepts d'ordre public sanitaire et de développement durable. L'intégration d'un objectif de sécurité sanitaire au sein de la sphère professionnelle repose sur, deux vecteurs. D'une part, le renforcement des préoccupations sanitaires passe par la primauté du droit à la santé sur les relations contractuelles et statutaires. D'autre part, l'émergence d'une situation professionnelle en crise participe d'un mouvement d'extension du champ de la santé publique au concept de risque professionnel. Ce mouvement s'accompagne de la nécessité impérieuse d'expliciter les liens entre droit de la santé et droit de l'environnement. Le domaine des risques dus au travail permet de faire émerger un enrichissement mutuel du droit social et du droit de l'environnement dans sa dimension sanitaire. Cet enrichissement perceptible tant au stade des principes que des instruments du droit de l'environnement ne contribue pas tant à une déliquescence des branches du droit, mais organiser les conditions d'une approche globale et responsable des risques, y compris professionnels.

Book excerpt: The 2018 FAO-OIE-WHO (Tripartite) zoonoses guide, “Taking A Multisectoral, One Health Approach: A Tripartite Guide to Addressing Zoonotic Diseases in Countries” (2018 TZG) is being jointly developed to provide member countries with practical guidance on OH approaches to build national mechanisms for multisectoral coordination, communication, and collaboration to address zoonotic disease threats at the animal-human-environment interface. The 2018 TZG updates and expands on the guidance in the one previous jointly-developed, zoonoses-specific guidance document: the 2008 Tripartite “Zoonotic Diseases: A Guide to Establishing Collaboration between Animal and Human Health Sectors at the Country Level”, developed in WHO South-East Asia Region and Western Pacific Region. The 2018 TZG supports building by countries of the resilience and capacity to address emerging and endemic zoonotic diseases such as avian influenza, rabies, Ebola, and Rift Valley fever, as well as food-borne diseases and antimicrobial resistance, and to minimize their impacts on health, livelihoods, and economies. It additionally supports country efforts to implement WHO International Health Regulations (2005) and OIE international standards, to address gaps identified through external and internal health system evaluations, and to achieve targets of the Sustainable Development Goals. The 2018 TZG provides relevant country ministries and agencies with lessons learned and good practices identified from country-level experiences in taking OH approaches for preparedness, prevention, detection and response to zoonotic disease threats, and provides guidance on multisectoral communication, coordination, and collaboration. It informs on regional and country-level OH activities and relevant unisectoral and multisectoral tools available for countries to use.

Book excerpt: The coasts of today's American South feature luxury condominiums, resorts, and gated communities, yet just a century ago, a surprising amount of beachfront property in the Chesapeake, along the Carolina shores, and around the Gulf of Mexico was owned and populated by African Americans. Blending social and environmental history, Andrew W. Kahrl tells the story of African American–owned beaches in the twentieth century. By reconstructing African American life along the coast, Kahrl demonstrates just how important these properties were for African American communities and leisure, as well as for economic empowerment, especially during the era of the Jim Crow South. However, in the wake of the civil rights movement and amid the growing prosperity of the Sunbelt, many African Americans fell victim to effective campaigns to dispossess black landowners of their properties and beaches. Book excerpt: Examines the culture, politics, and history of the movement for environmental justice in New York City, tracking activism in four neighborhoods on issues of public health, garbage, and energy systems in the context of privatization, deregulation, and globalization. Racial minority and low-income communities often suffer disproportionate effects of urban environmental problems. Environmental justice advocates argue that these communities are on the front lines of environmental and health risks. In Noxious New York, Julie Sze analyzes the culture, politics, and history of environmental justice activism in New York City within the larger context of privatization, deregulation, and globalization. She tracks urban planning and environmental health activism in four gritty New York neighborhoods: Brooklyn's Sunset Park and Williamsburg sections, West Harlem, and the South Bronx. In these communities, activism flourished in the 1980s and 1990s in response to economic decay and a concentration of noxious incinerators, solid waste transfer stations, and power plants. Sze describes the emergence of local campaigns organized around issues of asthma, garbage, and energy systems, and how, in each neighborhood, activists framed their arguments in the vocabulary of environmental justice. Sze shows that the linkage of planning and public health in New York City goes back to the nineteenth century's sanitation movement, and she looks at the city's history of garbage, sewage, and sludge management. She analyzes the influence of race, family, and gender politics on asthma activism and examines community activists' responses to garbage privatization and energy deregulation. Finally, she looks at how activist groups have begun to shift from fighting particular siting and land use decisions to engaging in a larger process of community planning and community-based research projects. Drawing extensively on fieldwork and interviews with community members and activists, Sze illuminates the complex mix of local and global issues that fuels environmental justice activism.
