En 1960, avec l'indépendance, la nouvelle élite congolaise a opté pour un mimétisme juridique et institutionnel. Ce mimétisme a révélé des lacunes en raison de la non-prise en compte des réalités socio-culturelles congolaises. Dès lors, on a assisté, à la fin des années 1970, à une tentative d'élargissement de la conception du patrimoine avec la prise en compte de la conception traditionnelle à travers notamment l'affirmation de l'identité culturelle congolaise.
