Book excerpt: This study tests the potential of a facilitated action-research approach in participative urban design projects to act as catalysts in countering social violence in distressed quarters of France. It evaluates the FAR programme (Formation Action Recherche pour la coproduction et gestion des espaces publics) in the region Nord – Pas de Calais as a local strategy for achieving the national objectives of social reform – as envisioned by President Mitterand and encapsulated in the national Politique de la Ville. Significantly, this study identifies the critical importance of positive political will at all levels in achieving the goals of the Politique de la Ville, and it provides a possible explanation for the failure of previous attempts to engage residents effectively. It also indicates possible future strategies for planning participative projects where they are intended to promote integrated social, urban and economic development.

Cette analyse est conduite dans le cadre de trois grands domaines thématiques. Le premier présente le cadre théorique de référence relatif aux interconnexions entre développement économique et inégalités. Le deuxième est consacré à l'étude de la pauvreté et de l'exclusion sociale dans les régions et pays en développement (Sahel, Maroc, Burkina Faso, Nigeria). Enfin, le troisième thème porte sur l'analyse des inégalités et de la pauvreté dans les pays développés, en particulier dans les zones urbaines de Rome, Naples, Munich, Dublin, aux fins d'une analyse comparative. Dans l'essai introductif Growth and Inegality. Theoretical Issues and Empirical Evidence, sont examinées les interconnections entre croissance économique et inégalités. Les auteurs procèdent ainsi à une revue critique, aussi vaste que minutieuse, de la littérature en la matière. Ils démontrent que l'examen des inégalités ne saurait être limité à la répartition du revenu mais qu'il faut également l'étendre à bien d'autres facteurs pour identifier les dimensions réelles du bien-être et des inégalités.

Book excerpt: In 1994 the School of Criminology, a part of the Department of Criminal Law, Criminal Procedure and Criminology in the Faculty of Law of the Katholieke Universiteit Leuven, celebrated the 25th anniversary of its study programme. To give added lustre to this landmark in its history, the Institute accepted the invitation from the International Society of Criminology to organise the 49th International Course of Criminology. The title of the course was: Changes in Society, Crime and Criminal Justice in Europe. A challenge for criminological education and research'. This course explored two themes, both of which are likely to be the focus of debate in criminal policy in the near future: crime and insecurity in the city, and international organised and corporate crime. The presentation and discussion of both themes followed two main approaches. Lectures and seminars focused on the analysis of the nature, the quantity and the development of the phenomena, and meetings were focused on the policy needed to gain control of these phenomena. Moreover, attention was paid to technical and ethical problems which show up at the moment that empirical research is carried out. This publication brings together the main part of the introductory lectures. Part one relates to the theme of crime and insecurity in the city; the second part contains the lectures on international organised and corporate crime. Together both parts present a good picture of what was explained and commented on during the Course, especially in relation to important European developments concerning crime, criminal justice and criminal policy. This book will become an important source of inspiration for both criminological educationand research.

The second section examines in detail the implementation of one of these instruments in two specific cases: London and Marseilles. Book excerpt: Breaking with the exoticizing cast of public discourse and conventional research, Urban Outcasts takes the reader inside the black ghetto of Chicago and the deindustrializing banlieue of Paris to discover that urban marginality is not everywhere the same. Drawing on a wealth of original field, survey and historical data, Loïc Wacquant shows that the involution of America's urban core after the 1960s is due not to the emergence of an 'underclass', but to the joint withdrawal of market and state fostered by public policies of racial separation and urban abandonment. In European cities, by contrast, the spread of districts of 'exclusion' does not herald the formation of ghettos. It stems from the decomposition of working-class territories under the press of mass unemployment, the casualization of work and the ethnic mixing of populations hitherto segregated, spawning urban formations akin to 'anti-ghettos'. Comparing the US 'Black Belt' with the French 'Red Belt' demonstrates that state structures and policies play a decisive role in the articulation of class, race and place on both sides of the Atlantic. It also reveals the crystallization of a new regime of marginality fuelled by the fragmentation of wage labour, the retrenchment of the social state and the concentration of dispossessed categories in stigmatized areas bereft of a collective idiom of identity and claims-making. These defamed districts are not just the residual 'sinkholes' of a bygone economic era, but also the incubators of the precarious proletariat emerging under neoliberal capitalism. Urban Outcasts sheds new light on the explosive mix of mounting misery, stupendous affluence and festering street violence resurging in the big cities of the First World. By specifying the different causal paths and experiential forms assumed by relegation in the American and the French metropolis, this book offers indispensable tools for rethinking urban marginality and for reinvigorating the public debate over social inequality and citizenship at century's dawn.

Book excerpt: The book is an interdisciplinary exploration of the complexities of ‘popular’ culture as a category of public policy. It approaches the notions of ‘cultural policy’ and ‘popular culture’ flexibly, examining what each comes to mean, explicitly or implicitly, in relation to the other. This generates a rich variety of approaches, but also a number of identifiable commonalities. We start from the proposition that 'popular culture' is largely absent as an explicit category of arts policy and debate today. The ‘arts’ are still, in practice, construed in terms of elite culture (despite claims to the contrary), while artefacts such as popular music, television, fashion, and so on are assumed to figure among the cultural or creative ‘industries’, giving the popular a set of narrowly economic, professional and commodity connotations. And yet, the popular is, in a range of ways, powerfully present as an implicit dimension of public policy and as a catalyst of cultural practices and attitudes. This apparent paradox underpins the proposal. The book is a collaboration between two UK-based institutions: the University of Leeds’s Popular Cultures Research Network and the well established Centre for Cultural Policy Studies at the University of Warwick. In this pivotal work of action and discourse analysis, Riva Kastoryano draws on extensive fieldwork--including interviews with politicians, immigrant leaders, and militants--to analyze interactions between states and immigrants in France and Germany. Making frequent comparisons to the United States, she delineates the role of states in constructing group identities and measures the impact of immigrant organization and mobilization on national identity. Kastoryano argues that states contribute directly and indirectly to the elaboration of immigrants' identity, in part by articulating the grounds on which their groups are granted legitimacy. Conversely, immigrant organizations demanding recognition often redefine national identity by reinforcing or modifying traditional sentiments. They use culture--national references in Germany and religion in France--to negotiate new political identities in ways that alter state composition and lead the state to negotiate its identity as well. Despite their different histories, Kastoryano finds that Germany, France, and the United States are converging in their policies toward immigration control and integration. All three have adopted similar tactics and made similar institutional adjustments in their efforts to reconcile differences while tending national integrity. The author builds her observations into a model of ''negotiations of identities'' useful to a broad cross-section of social scientists and policy specialists. She extends her analysis to consider how the European Union and transnational networks affect identities still negotiated at the national level. The result is a forward-thinking book that illuminates immigration from a new angle.
