Tunisia is revealed in its internal logic of response to the pandemic, notably by the persistence of political and financial corruption, as well as by the resurgence of the parallel market and informal practices. In this perspective, the author in respondent to a new project of social and solidarity economy, which would take place in the construction of a third sector, in complementarity with the respondent to the private sector, to replace the current informal and clandestine practices.

As part of this, development aid has become a central tool in the migration control strategy pursued by European countries and the US, with donors, International Organisations and NGOs becoming prominent actors. In this book, Lorena Gazzotti shows that migration control is not only exercised through fences and deportation. Building on extensive research in Morocco, Gazzotti shows that aid marks the rise of a substantially different mode of migration containment, one where power works beyond fast violence, and its disciplinary potential is augmented precisely by its elusiveness. Where existing studies on border externalisation have essentialised donors, International Organisations and NGOs, with countries of 'origin' and 'transit' as compliant subcontractors, and border control as a neat form of intervention, this nuanced study unsettles such assumptions, to show that bordering happens in everyday, mundane fashions, far away from the spectacle of border violence. Book excerpt: Spatial planning has embraced the idea of dealing with territorial inequalities by focusing on equipment logic on a national scale, and then economic development on a local scale. Today, this issue is creating new angles of debate with strong political resonances (e.g. Brexit, French gilets jaunes movement). Interpretations of these movements are often quick and binary, such as: the contrast between metropolises and peripheries, between cities and the countryside, between the north and the south or between the east and the west of the European Union. Territorial Inequalities sheds light on the social, political and operational implications of these divergences. The chapters cover the subject at different scales of action and observation (from the neighborhood to the world), but also according to their interdependences. To deal with such a vast and ambitious theme, the preferred approach is that of territorial development in terms of public policy, namely spatial planning.
