In a context where liberalizing trade has not produced the expected gains in developing countries and growth in global trade has not led to the expected economic growth, an alternative solution has emerged. This new paradigm suggests that trade liberalization should be accompanied by public investment. However, by its very nature, trade liberalization leads to a reduction in revenues from duties and taxes, which means that the available resources for public investments will also be reduced. There are now solid arguments for encouraging the less-developed countries to first emphasize regional integration before trying to access the global market. This book explores the issues linked to regional integration in West Africa and presents empirical data about the experiences in = West African Economic and Monetary Union (WAEMU) countries to converge their economies. It also examines how these efforts, which make a major contribution to regional integration, influence poverty reduction in the economic and monetary community. It will be of interest to researchers working in this area. Elias T. Book excerpt: Spatial planning has embraced the idea of dealing with territorial inequalities by focusing on equipment logic on a national scale, and then economic development on a local scale. Today, this issue is creating new angles of debate with strong political resonances (e.g. Brexit, French gilets jaunes movement). Interpretations of these movements are often quick and binary, such as: the contrast between metropolises and peripheries, between cities and the countryside, between the north and the south or between the east and the west of the European Union. Territorial Inequalities sheds light on the social, political and operational implications of these divergences. The chapters cover the subject at different scales of action and observation (from the neighborhood to the world), but also according to their interdependences. To deal with such a vast and ambitious theme, the preferred approach is that of territorial development in terms of public policy, namely spatial planning.

Using concrete cases drawn from fieldwork in rural Burkina Faso, Engberg-Pedersen shows how nongovernmental organizations' activities with women's groups, natural resource management projects, decentralization policies, and rural democratization advocates must enter an arena of local struggle for resources and status. He maintains that activists often seriously contradict rural people's practices and understandings of particular issues and how they should be organized. Thus, while societal conflicts and institutional contradictions are inescapable features of rural development, development assistance agents and scholars of democratization and political change in Africa largely ignore them.
