Book excerpt: By the late 1950s Canada's Francophone and Acadian minority communities were in rapid decline. Demographic, economic, socio-cultural, institutional, and political factors that had sustained both the concept and the reality of French Canada for well over a century were being eliminated or transformed at an unprecedented rate. To survive, these beleaguered minority communities set out to conquer the challenges of rebuilding their provincial and national organizations, training a new generation of leaders, redefining their respective provincial and national identities, elaborating new political and constitutional policies and strategies for survival and expansion, and then defending and securing full implementation of these policies and strategies. growth of their communities, revitalized Francophone organizations and leaders lobbied for constitutional entrenchment of official bilingualism and of a mandated Charter right to education in their own language, including the right to governance over their own schools and school boards. Having achieved their objectives in the 1982 Charter of Rights and Freedoms, Francophone provincial and national leaders learned the techniques of micro-constitutional politics to convince the Ontario, Alberta, and Manitoba provincial governments to implement full and unfettered school governance by and for Francophone minority communities. a collectivist and remedial interpretation to the Charter's official language minority education rights section 23. The Canadian government assisted the Francophone minority in two ways: it made funds available to Francophone organizations and parents via the Court Challenges program and it signed lucrative financial agreements with the provinces to help defray the additional costs of establishing French-language schools and school boards. While the Francophone minority communities were pursuing implementation of their section 23 Charter rights, they found themselves drawn into the mega-constitutional negotiations and ratification procedures surrounding the controversial Meech Lake Constitutional Accord, 1987-90, and the omnibus Charlottetown Consensus Report, 1990-92. During the Quebec/Provincial Round, their Charter rights remained intact when the Meech Lake Accord failed to obtain ratification. conception of a pan-Canadian cultural and linguistic duality which helped minimize the constitutional and political impact of the Quebec government's insistence upon a territorial conception of duality, that is, an asymmetrical Canada/Quebec federation. When Canadians rejected the Charlottetown deal, neither conception achieved formal constitutional recognition. Nevertheless, Canada's Francophone minority communities were regenerated by the intertwined developments of constitutional renewal and their winning of school governance. A new, vigorous Francophone pan-Canadian national community emerged, one capable of ensuring the survival of its constituents communities well into the 21st century.

Book excerpt: This book delves into the complexity of the exclusion of multiple minority identities against the backdrop of anti-Black racism, linguistic discrimination, slavery, and colonialism and neo-colonialism, along with resilience against identity exclusion. Analyzing the construction and negotiation of Canadian, Francophone, and Black-African identities, we juxtapose inclusive identity meanings with dominant perceptions to show ways in which race, language, ethnicity, and religion shape identities in the 21st century. Drawing on the criterial tradition, critical race theory, critical multiculturalism, and critical ethnography, we engage the work of Frantz Fanon and Negritude and utilize semi-structured interviews, document collection, and content analysis to interpret identity and identification. We shed light on identity exclusion and subjectivity that fuels identity strategizing and agency, and recommend reforms, including naming Black Canadians an independent designated group, and combining multiculturalism and official bilingualism to strengthen belongingness among Blacks and other marginalized communities and to build the inclusive future that we long for.

For this reason it is easy for outsiders to view Canada as a semi-Nordic continental utopia existing peacefully under a benign government that seeks only peace and harmony in the world. The reality is a more complicated story. That is the strength of this outstanding new book written by two young Polish scholars specializing in Canadian affairs. They have put together an impressively researched monograph that combines a detailed analysis outlining a rather basic premise: The world has changed dramatically since 1989 - and Canada has changed with it. In this well argued narrative they argue that in recent years Canada's foreign policy has becomeone primarily based on interests rather than the promotion of "untainted altruism" or stereotypical "Canadian values." They argue that since 1989 Canadian foreign policy has moved from the more modest aims of a "middle-power" to a more self-assertive role of a "selective power" pursuing more narrowly chosen priorities - and often based on "simple profit and loss calculations" that have clashed with Canada's traditional favorable image in the world - even if few outside of Canada seemed to notice.

Book excerpt: Michigan's Keweenaw Peninsula juts into Lake Superior, pointing from the western Upper Peninsula toward Canada. Native peoples mined copper there for at least five thousand years, but the industrial heyday of the "Copper Country" began in the late nineteenth century, as immigrants from Cornwall, Italy, Finland, and elsewhere came to work in mines largely run from faraway cities such as New York and Boston. In those cities, suburbs had developed to allow wealthier classes to escape the dirt and grime of the industrial center. In the Copper Country, however, the suburbs sprang up nearly adjacent to mines, mills, and coal docks. Sarah Fayen Scarlett contrasts two types of neighborhoods that transformed Michigan's mining frontier between 1875 and 1920: paternalistic company towns built for the workers and elite suburbs created by the region's network of business leaders. Richly illustrated with drawings, maps, and photographs, Company Suburbs details the development of these understudied cultural landscapes that arose when elites began to build housing that was architecturally distinct from that of the multiethnic workers within the old company towns. They followed national trends and created social hierarchies in the process, but also, uniquely, incorporated pre-existing mining features and adapted company housing practices. This idiosyncratic form of suburbanization belies the assumption that suburbs and industry were independent developments. Built environments evince interrelationships among landscapes, people, and power. Scarlett's work offers new perspectives on emerging national attitudes linking domestic architecture with class and gender identity. Company Suburbs complements scholarship on both industrial communities and early suburban growth, increasing our understanding of the ways hierarchies associated with industrial capitalism have been built into the shared environments of urban areas as well as seemingly peripheral American towns.
