Book excerpt: Au cours des dernières années, les thèmes de la responsabilité sociale et du développement durable ont gagné en intérêt au sein de nombreuses entreprises dans divers pays du globe, en réponse notamment à l'émergence de différents scandales financiers ayant ébranlé la confiance de la société civile. Dans ce contexte, les institutions financières sont incitées, depuis 2002. à produire une déclaration annuelle portant sur différents aspects de leur contribution à la société : dons et commandites, engagement envers le milieu, politiques de gestion des ressources humaines, etc. Toutefois, cette pratique de reddition de comptes est bien déjà ancrée depuis quelque trente ans au sein du Mouvement Desjardins, compte tenu de sa nature coopérative. De fait, depuis la fin des années 70, cette institution financière coopérative québécoise s'emploie à promouvoir, à travers les bilans sociaux des caisses, ses différentes formes de contribution au développement de la société. En 2001, le Mouvement Desjardins a même décidé d'accentuer ses efforts de communication en matière de responsabilité sociale en proposant un bilan social "Mouvement". Notre mémoire de maîtrise cherche donc à caractériser l'évolution, entre 2001 et 2006, du bilan social du Mouvement Desjardins comme pratique de communication publique. Nos travaux de recherche s'attardent notamment à illustrer les grandes orientations prises par Desjardins dans l'élaboration de son bilan social "Mouvement" et ce, tant au plan du contenu qu'au plan stratégique. Au plan du contenu, il nous a été permis de constater que le contenu rédactionnel des bilans sociaux produits par le Mouvement Desjardins, entre 2001 et 2006, présente des indicateurs peu ciblés, très diversifiés et reflète très peu la spécificité coopérative. Par ailleurs, les énoncés mis en valeur dans les bilans sociaux analysés ne s'avèrent que trop rarement liés à des indicateurs objectifs et mesurables, ce qui empêche de mesurer l'évolution de la performance sociale de Desjardins d'une année à l'autre. En ce qui a trait à la dimension stratégique, nous constatons, entre autres, que le Mouvement Desjardins semble toujours en quête de la formule adéquate lui permettant de bien se démarquer dans un environnement au sein duquel la responsabilité sociale représente un atout pour les entreprises et les institutions, en particulier en matière de gestion de l'image institutionnelle. Ceci étant, dans le cadre de recherches ultérieures, il pourrait être intéressant, par exemple, de vérifier si le bilan social demeurera un simple outil de communication ou s'il deviendra progressivement un outil de gestion. Dans cet ordre d'idées, il serait également intéressant pour les chercheurs en communication publique d'étudier la prochaine mouture du bilan social de Desjardins et d'apprécier l'importance de cette activité dans le cadre des stratégies de communication qui seront privilégiées au cours des prochaines années.

Much of the literature, however, has focused on parliamentary scrutiny and control in EU affairs. What tends to be generally overlooked is that the parliamentary communication function is at least as important in EU politics as the control function. Democratic legitimacy depends on a vibrant public debate on political solutions and alternatives to allow citizens to make informed political (electoral) choices and to exercise democratic control. Within the EU, it is precisely the opacity of policy-making processes and the lack of public discourse that have been defined as core problems of democratic legitimacy. Here, parliaments have the potential to provide an ideal arena for the deliberation of important European issues and thus to help overcome the much-lamented distance between European policy processes and the citizens. Yet, despite parliaments' central relevance for the legitimacy of European politics, the parliamentary communication function remains so far under researched. The volume aims at filling this gap by providing both qualitative and quantitative comparative data on various communication efforts by national parliaments.
