It accounted for an estimated 15 percent of the total amount of marijuana available in the United States in 1982 compared with an estimated 9 percent in 1981. The estimated total amount available in the United States in 1982 was between 12,340 and 14,090 metric tons, and in 1981, the amount was between 9,600 and 13,900 metric tons. Controlling domestic marijuana cultivation is primarily a state and local law enforcement responsibility. The Drug Enforcement Administration provides and coordinates federal assistance. Most states expect domestic marijuana production to continue to increase. In responding to a GAO questionnaire, the states reported that more resources are needed to combat this expected growth. Book excerpt: Defenders of marijuana use may seize on the ambiguity or absence of evidence for such damage and ignore any other effects on education or safety; those opposed to marijuana use may emphasize the possibility of chronic disease that is suggested by some laboratory findings and ignore the social, political, and economic costs of fighting a well-established custom. The Committee wishes to make clear what it regards as the limits of this report for the selection of policy alteratives. Scientific judgment can estimate the prevalence of different kinds of use, risks to health, economic costs, and the like under current policies and can try to project such estimates for new policies. It can come to some conclusions based on those estimates. But selection of an alternative is always a value-governed choice, which can ultimately be made only by the political process.

In this, one of the few longitudinal studies of police socialization, Janet Chan, Christopher Devery, and Sally Doran present the complexity of police socialization under these changing conditions. Following 150 new police recruits through two years of training and apprenticeship, the authors question the traditional model of socialization that assumes a degree of stability and homogeneity in the organizational culture. They suggest that recruits' developmental paths can be much more varied and police culture is increasingly vulnerable to change. Drawing on interviews, observations, and questionnaires, the authors depict the complex processes by which recruits adapt, redefine, cope with, and make sense of the positive and negative aspects of their training and apprenticeship. Bringing together rigorous quantitative analyses with rich ethnographic description, Fair Cop provides new empirical data and theoretical understanding about the reproduction and change of police culture.
