The focus is on local governments of the West and Southwest: some of the communities examined, Latino population is increasing rapidly, often to majority status; and in others, white suburban development is outnumbering, sometimes displacing Latinos. In both situations, district lines can decide the future political power of Latinos and non-Latinos alike. The local distributing process, which has never been studied in depth, is shown to be reshaping the political and racial landscape. This study looks behind legal and theoretical formulations to the realities of local districtings and redistrictings. The author, who participated as principal cartographer in the jurisdictions that are discussed, explores the decisions involved in reflecting rapid population change, the dangers of drawing districts without attention to the vitality of local organization, the problems of displacing incumbents, the unforeseen consequences of district designs, the difficulty of predicting outcomes, and the many ethical dilemmas of line-drawing. In several jurisdictions, Latinos are nearing majority status: Do concepts such as the majority-minority district and single-member districts remain relevant there? Are concerns for African American representation in southern states, which have guided so much voting rights enforcement, truly relevant to western and southwestern politics? What are the actual results--in terms of the numbers of Latinos elected--of voting rights litigation? Such questions are discussed against the backdrop of actual line-drawings, but in such a way as to contribute to voting rights theory.

The election of Latino legislators in the United States is thus complex and varied. This book provides evidence on how successful Latinos have been in winning state legislative and congressional districts in which they have no natural advantage. In particular, this book demonstrates that Latino candidates benefit from higher percentages of Latino citizens in the state, more liberal citizenries and citizen legislatures. Jason Casellas argues that the legislatures most conducive to the election of Latino candidates are Florida, New Mexico and California, whereas the least conducive are the US House and New York.

In the case of Latinas, stereotypes as well as national media coverage and labeling of “Latino” issues potentially creates an electoral burden for Latina candidates at the local, state, and national level. The intersection of race and gender is complicated and often creates more questions than it answers. How are Latinas elected? Are they served by this complex identity or hindered by it? Latinas in American Politics: Embracing and Changing Political Tradition begins addressing the issues by examining the stereotypes Latinas face while running for political office. More specifically, the perception of voters on ideological standings of Latinas provides insight as to what party Latinas are identified with and how they can use this to their advantage. In addition to establishing the role stereotypes play in the electability of Latinas, the way they use and diffuse these stereotypes via campaigns is examined. The images that Latinas present and how they interact with voters via social media establishes a new dynamic in campaigning and allows for theory building in the area of race, gender, and campaigns. Aside from campaigning, party identification for a Latina creates a different barrier. How do Latinas bridge this? Case studies of prominent Latina officials are examined to understand within which contexts and under what conditions Latinas as candidates and as elected officials will experience intersectionality as advantage and disadvantage. Finally, the examination of Latina congressional members shows whether and how the intersection of gender and ethnicity in descriptive representation contributes uniquely to patterns of substantive representation. Ultimately, this volume demonstrates how the intersection of race and gender creates unique situations for representation and electability of candidates.

Moreover, Americans express great confidence in their municipal governments. But is this confidence warranted? Using big data and a representative sample of American communities, this book provides the first systematic examination of racial and class inequalities in local politics. We find that non-whites and less-affluent residents are consistent losers in local democracy. Residents of color and those with lower incomes receive less representation from local elected officials than do whites and the affluent. Additionally, they are much less likely than privileged community members to have their preferences reflected in local government policy. Contrary to the popular assumption that governments that are “closest” govern best, we find that inequalities in representation are most severe in suburbs and small towns. Typical reforms do not seem to improve the situation, and we recommend new approaches.

The first is to explain how political institutions and policy outputs can change in the presence of a growing minority population when the preferences of these minorities differ from those of the majority. I show how representation in all three branches of government can lead to these changes, specifically in the local legislature and local bureaucracy. Secondly, I demonstrate the relationship between local legislative representation of Latino minority populations to substantive policy outcomes that favor this minority group, and explain how variable electoral institutions influence this relationship. The third general purpose of this research is to make the argument that the study of minority politics need not take place within a theoretical vacuum. That is, I use theories of minority group behavior (as opposed to Latino group behavior), and relevant empirical tests, to inform mainstream democratic theory. What democratic theory is missing, I argue, is the ability to fully explain and predict changes in institutions, policy, and policy outputs in a dynamic preference environment. Examining minority politics over time helps fill this void.

Book excerpt: Significant changes in New York City's Latino community have occurred since the first edition of Latinos in New York: Communities in Transition was published in 1996. The Latino population in metropolitan New York has increased from 1.7 million in the 1990s to over 2.4 million, constituting a third of the population spread over five boroughs. Puerto Ricans remain the largest subgroup, followed by Dominicans and Mexicans; however, Puerto Ricans are no longer the majority of New York's Latinos as they were throughout most of the twentieth century. Latinos in New York: Communities in Transition, second edition, is the most comprehensive reader available on the experience of New York City's diverse Latino population. The essays in Part I examine the historical and sociocultural context of Latinos in New York. Part II looks at the diversity comprising Latino New York.
