Federal support has been crucial to many of the most important research and development (R & D) achievements in defense, space, energy, environmental, and other science and technology programs. Recently, however, federal budget deficits and concerns about the effectiveness of research efforts have intensified pressures on government R & D spending, making it difficult to sustain many ongoing efforts and limiting opportunities for new ventures. These pressures, coupled with the increasingly international character of science and technology R & D activities, have focused greater attention on bilateral and multilateral collaborative arrangements, particularly for large-scale, long-term projects in areas such as particle physics, energy and environmental science, and space. The United States has pursued international collaborative projects in R & D to raise the likelihood of scientific success for particularly complex endeavors, to take greater advantage of international scientific expertise and facilities, to address science and technology issues that have global implications, to extend national scientific capabilities, and especially for very large science projects, to share costs and risks with other nations. International collaboration, however, poses special challenges, such as establishing R & D priorities within and across different scientific disciplines, developing funding and planning mechanisms that ensure the long-term stability of projects, and maintaining U.S. economic and national security interests.

The 7th IAASS Conference, “Space Safety is No Accident” is an invitation to reflect and exchange information on a number of topics in space safety and sustainability of national and international interest. The once exclusive “club” of nations with autonomous sub-orbital and orbital space access capabilities is becoming crowded with fresh and ambitious new entrants. New commercial spaceports are starting operations and others are being built. In the manned spaceflight arena a commercial market is becoming a tangible reality with suborbital spaceflights and government use of commercial services for cargo and crew transportation to orbit. Besides the national ambitions in space, the international cooperation both civil and commercial is also gaining momentum. In the meantime robotic space exploration will accelerate and with it the need to internationally better regulate the usage of nuclear power sources. Space-bound systems and aviation traffic will share more and more a crowded airspace, while aviation will increasingly rely on space-based safety-critical services. Finally, most nations own nowadays space assets, mainly satellites of various kinds and purposes, which are under the constant threat of collision with other spacecraft and with the ever increasing number of space debris. Awareness is increasing internationally (as solemnly declared since decades in space treaties) that space is a mankind asset and that we all have the duty of caring for it. Without proactive and courageous international initiatives to organize space, we risk to negate access and use of space to future generations.

Book excerpt: The laser has revolutionized many areas of science and society, providing bright and versatile light sources that transform the ways we investigate science and enables trillions of dollars of commerce. Now a second laser revolution is underway with pulsed petawatt-class lasers (1 petawatt: 1 million billion watts) that deliver nearly 100 times the total world's power concentrated into a pulse that lasts less than one-trillionth of a second. Such light sources create unique, extreme laboratory conditions that can accelerate and collide intense beams of elementary particles, drive nuclear reactions, heat matter to conditions found in stars, or even create matter out of the empty vacuum. These powerful lasers came largely from U.S. engineering, and the science and technology opportunities they enable were discussed in several previous National Academies' reports. Based on these advances, the principal research funding agencies in Europe and Asia began in the last decade to invest heavily in new facilities that will employ these high-intensity lasers for fundamental and applied science. No similar programs exist in the United States. Opportunities in Intense Ultrafast Lasers assesses the opportunities and recommends a path forward for possible U.S. investments in this area of science.
