Teniendo de presente que la política en defensa y seguridad 2015-2018 plantea entre sus objetivos estratégicos fortalecer la cooperación internacional del sector defensa, como desarrollo de la política exterior del país, se suscribió el acuerdo marco entre las Naciones Unidas y el Gobierno de la República de Colombia, relativo a las contribuciones al sistema de Acuerdos de Fuerzas de Reserva de las Naciones Unidas para las operaciones del mantenimiento de la paz. Par esto, el trabajo analiza las contribuciones de personal y equipo colombiano que propone el acuerdo marco, los costos económicos que debe tener en cuenta el Gobierno al momento de realizar un despliegue efectivo, los arreglos posteriores de implementación, y si Colombia cuenta con la capacidad de participar a mayor escala en las operaciones del mantenimiento de la paz, sin descuidar el cumplimiento de sus demás objetivos estratégicos y las políticas de seguridad y defensa nacional internas. Lo anterior, analizando el momento coyuntural que atraviesa Colombia.

Por esta razón, la Oficina de Apoyo para la Consolidación de la Paz de la onu (pbso, por su sigla en inglés), junto con los otros dos pilares de la arquitectura de Naciones Unidas para la construcción de paz —la Comisión de Consolidación de la Paz (pbc, por su sigla en inglés) y el Fondo para la Consolidación de la Paz (pbf, por su sigla en inglés)—, fueron creados para ayudar a preservar la paz en países en conflicto mediante la congregación de apoyo internacional para los esfuerzos nacionales de construcción de paz. La aproximación de la onu a la construcción de paz se guía por un conjunto de políticas generales desarrolladas a partir de su experiencia en distintos escenarios de conflicto y expuestas con profundidad en el reporte del secretario general sobre la consolidación de la paz inmediatamente después de los conflictos (junio del 2009). La construcción de paz es un esfuerzo multifacético y de largo plazo que requiere el compromiso coherente de diversos actores y que integra actividades políticas, humanitarias, de seguridad y de desarrollo. La construcción de paz debe ser consciente frente a los conflictos y adecuarse a las realidades únicas de cada situación de conflicto o postconflicto. Y, más importante aún, la construcción de paz debe fortalecer las capacidades nacionales para el manejo del conflicto en todos los niveles y establecer las bases para la paz y el desarrollo sostenibles.

Book excerpt: Las operaciones de mantenimiento de la paz (OMP) de las Naciones Unidas son uno de los instrumentos más eficaces a disposición de la Organización para el logro del propósito principal para el que fue creada, pero no el único, ni desde luego son la solución ni la panacea a cualquier tipo de situación contraria a la paz y seguridad internacionales. La presente monografía ofrece una aproximación actualizada al concepto de OMP en un intento por identificar el alcance real de esta institución para la consecución de aquel objetivo, sus límites y los factores en que se funda su eficacia. Este resultado ha sido posible tras realizar un estudio individualizado de las casi setenta OMP desplegadas hasta ahora, completado con un examen contextualizado impuesto por la enorme flexibilidad y capacidad de adaptación de este tipo de operaciones a las circunstancias del contexto concreto en el que se despliegan y a las relaciones internacionales de cada momento. Esta doble aproximación ha permitido establecer diferentes categorías de OMP sobre la base de las similitudes y diferencias que comparten en cada uno de los períodos históricos identificados (Guerra Fría, Postguerra Fría y siglo XXI) y distinguirlas de otras operaciones de paz. Por tanto, esta obra puede resultar del máximo interés para aquellos que se acercan por primera vez a este fenómeno y para los que quieran profundizar en alguna de sus problemáticas concretas.
