Book excerpt: Desde la publicación del Estatuto de los Trabajadores en 1980 hasta la última reforma laboral del Real Decreto Ley 32/2021, la regulación del mercado laboral español ha vivido diversas modificaciones, pero siempre enfocadas a la disminución de dos porcentajes: el de las personas desempleadas y el de las contratadas temporales. En estas páginas se abordan las ocho reformas laborales de una forma objetiva, evitando tecnicismos y utilizando fuentes de información diversa que nos permiten examinarlas desde diferentes puntos de vista. Las normas de contratación de la última reforma (28 de diciembre 2021) han entrado en vigor el 31 de marzo de 2022 y pretenden, sobre todo, incrementar el número de contratos indefinidos y reducir los temporales. En cuanto al porcentaje de personas desempleadas, inciden otros factores incontrolables, tal y como demuestra la historia reciente: la crisis económica global de 2008 y la crisis sanitaria, social y económica provocada por la pandemia de covid-19. Así pues, después de analizar las primeras siete reformas laborales y de estudiar la octava, quedamos atentos a los resultados de esta durante los próximos meses. Índice 1.INTRODUCCIÓN.- 2. Available in PDF, EPUB and Kindle. Book excerpt: Demand for less skilled workers decreased dramatically in the US and in other developed countries over the past two decades. We argue that pervasive skill-biased technological change rather than increased trade with the developing world is the principal culprit. The pervasiveness of this technological change is important for two reasons. First, it is an immediate and testable implication of technological change. Second, under standard assumptions, the more pervasive the skill-biased technological change the greater the increase in the embodied supply of less skilled workers and the greater the depressing effect on their relative wages through world goods prices. In contrast, in the Heckscher-Ohlin model with small open economies, the skill-bias of local technological changes does not affect wages. Thus, pervasiveness deals with a major criticism of skill-biased technological change as a cause. Testing the implications of pervasive, skill-biased technological change we find strong supporting evidence. First, across the OECD, most industries have increased the proportion of skilled workers employed despite rising or stable relative wages. Second, increases in demand for skills were concentrated in the same manufacturing industries in different developed countries.
