To do so, gravity models are estimated using data on bilateral investment relationships, together with newly constructed indicators of agro-ecological suitability in areas with low population density as well as indicators of land rights security. Results confirm the central role of agro-ecological potential as a pull factor. In contrast to the literature on foreign investment in general, the quality of the business climate is insignificant whereas weak land governance and tenure security for current users make countries more attractive for investors. Implications for policy are discussed.

Emerging evidence of the negative social and environmental effects of these large-scale land transfers and growing concern from civil society have placed global land grabs firmly on the map of global land use change and public discourse. Yet what are the processes involved in these large-scale land transfers? This paper provides a comparative analysis of legal and institutional frameworks and actual practices associated with large-scale land acquisitions in Ghana, Mozambique, Tanzania and Zambia. Drawing on policy documents, interviews with government officials from diverse sectors and discussions with customary leaders and affected communities, we explore some of the deficiencies in legislation and practice which currently undermine the ability to safeguard customary rights in the context of large-scale land acquisition.

Investors have uprooted rural communities for massive agricultural, biofuels, mining, industrial and urbanisation projects. ‘Water grabbing’ and ‘green grabbing’ have further exacerbated social tensions. Early analyses of land grabbing focused on foreign actors, the biofuels boom and Africa, and pointed to catastrophic consequences for the rural poor. Subsequently scholars carried out local case studies in diverse world regions. The contributors to this volume advance the discussion to a new stage, critically scrutinizing alarmist claims of the first wave of research, probing the historical antecedents of today’s land grabbing, examining large-scale land acquisitions in light of international human rights and investment law, and considering anew longstanding questions in agrarian political economy about forms of dispossession and accumulation and grassroots resistance. Most theorizing about reparations treats it as a social justice project - either rooted in reconciliatory justice focused on making amends in the present; or, they focus on the past, emphasizing restitution for historical wrongs. Olúfemi O. Táíwò argues that neither approach is optimal, and advances a different case for reparations - one rooted in a hopeful future that tackles the issue of climate change head on, with distributive justice at its core. This view, which he calls the "constructive" view of reparations, argues that reparations should be seen as a future-oriented project engaged in building a better social order; and that the costs of building a more equitable world should be distributed more to those who have inherited the moral liabilities of past injustices. This approach to reparations, as Táíwò shows, has deep and surprising roots in the thought of Black political thinkers such as James Baldwin, Martin Luther King Jr, and Nkechi Taifa, as well as mainstream political philosophers like John Rawls, Charles Mills, and Elizabeth Anderson. Táíwò's project has wide implications for our views of justice, racism, the legacy of colonialism, and climate change policy.

Latest reports indicate that an amount of land well over 80 million hectares have been put up to the global market, much of which has already been effectively leased by investors. Even though this practice of large-scale foreign land acquisitions is fairly a matter of global reach, a staggering 75 percent of this whole business has so far taken place in Africa alone. This simply made the continent a spotlight case and led to serious queries as to how these investments are taking place and what sort of ramifications may follow as a result. Departing from neoliberal and neocolonial discourses, this work has made an attempt to analyze how the stake of Africa in the growing practice of large scale land acquisitions can be looked up on and explained. It is observed throughout this research that to draw sheer conclusions in black and white is not an easy matter. However, it can be argued that the number of social and environmental challenges that have been taken account of necessitate a serious political responsibility and accountability.
