Book excerpt: This 2019 Article IV Consultation with Lao People’s Democratic Republic (P.D.R) analyses that after more than a decade of high growth with low inflation, country is solidifying its progress toward graduating from the Least Developed Country (LDC) status. However, more than one-fifth of the population remains poor, regional disparities are persistent, and recurring natural disasters pose risks for poverty reduction. A large current account deficit, low level of reserves, a high level of debt, managed exchange rate, and a dollarized banking system amplify macro-vulnerabilities. The authorities recognize the current economic challenges and their comprehensive reform programs aim at rebalancing the economy from a resource based to a more diversified growth model by investing in human development and improving competitiveness. Modernizing monetary governance and building reserves supported by greater exchange rate flexibility will help to mitigate external shocks in an uncertain global environment.

Book excerpt: Ambitious in nature, the Istanbul Programme of Action (IPoA) for the Least Developed Countries (LDCs) adopted by the Fourth United Nations Conference on the LDCs (UN LDC IV) in 2011, sets out a development path for LDCs for the coming decade. Successful implementation of the IPoA requires identification of delivery tools for specific targets, provision of necessary financial and non-financial resources, and a strengthened monitoring mechanism. LDC IV Monitor, an independent partnership of eight interested organisations, aims to add value by enhancing transparency, accountability and efficiency of the official monitoring and review mechanism of the IPoA. LDC IV Monitor’s first set of two reports, produced outside of the official intergovernmental process, provide credible, evidence-based and policy-oriented assessment of the delivery status of the promises contained in the IPoA. The Synthesis Report, derived from the critical analyses of the state of play concerning the IPoA, presents the broad messages and key recommendations. The volume on Analytical Perspectives addresses a wide spectrum of issues including articulation of a composite IPoA index, building of productive capacity, trade in goods and services, delivery of the Millennium Development Goals (MDGs), flows of different forms of development finance, and consequences of climate change. The publications seek to contribute towards crafting national and international policies to support graduation of the LDCs through structural transformation of their economies.

HIHI is an inclusive process that aims to build partnerships, alliances and synergies among public and private actors, as well as the international development partners for the goals of eradicating poverty and hunger and reducing inequalities. It will channel the required resources – technical, financial, institutional and human capital – to where they are needed the most and where the potential for reaching the SDG 1, SDG 2 and SDG 10 targets is greatest. On the occasion of the FAO Director-General’s visit to Lao PDR in March 2020, the HIHI was discussed as an opportunity to address key impediments to achieving the SDG1, SDG2 and SDG10. The Government of Lao PDR (GoL) suggested the HIHI be implemented in the emerging economic corridor along the Lao-China railway line. This key national infrastructure connects the country with the world’s largest market, China and other countries in ASEAN – the Association of Southeast Asian Nations. HIHI enhances the capacity of previously isolated communities to effectively and sustainably take advantage of the emerging opportunities afforded by the railway. This concept note highlights a general approach and process to address key impediments to achieving SDG 1, 2 and 10 targets in Lao PDR. It intends to generate support, partnership and engagement from a wide range of new and traditional partners such as the private sector, international agencies, resource partners and the target communities themselves. The proposed approach and framework are not a blueprint but rather a flexible mechanism that will adapt to emerging opportunities and partnerships, building synergies with relevant ongoing and planned initiatives.`

She shows that few studies of international organisations focus on the role of the weaker states in the organization, the majority focus either on the major states or the emerging economies.
