In the summers of 1871 and 1872 Powers visited Indian groups in the northern two-thirds of California. A journalist by profession, he was untrained in ethnography, but was nonetheless an astonishingly intelligent observer who had a gift for writing in a spirited manner. He reported faithfully what he heard and portrayed accurately what he saw among the native survivors of Gold Rush days in a series of seventeen articles published mostly in The Overland Monthly. These were partly unwritten, added to, and reorganized by Powers to be published in 1877 as a report of the U.S. Geographical Survey of the Rocky Mountain Region. Powers’ book is still basic and is referred to by everyone who deals with native cultures. The 1877 edition was not large, and Tribes of California is at last reprinted in response to growing demand for this rare volume. For this edition all of the original illustrations have been retained and the basic text printed in facsimile. Professor Robert F. Heizer has provided annotations throughout and an introduction to indicate contemporary thought about the volume.

Book excerpt: Recent Western European Mesolithic research has greatly augmented our understanding of the time and space parameters of material derived from settlements. Perusals of those regularities have led to a renewed scrutiny of the ethnographic literature in an attempt to perceive the resulting temporal and spatial units as anthropologically relevant regional groups. The proposition that the breeding population was identical to the ethnic identity of the participants is untenable. After a review of the physical anthropological composition of that population and its forms of social and spatial organization, the emic relevance of decorative ornamentation and costume is established in terms of society-specific styles. Proceeding from a series of tenets of processual ethnographic analogy, the ornaments extant in the post- glacial hunter-fisher-gatherer cultures of Western Europe are examined for their formal properties and time and space parameters. By means of an explicit set of postulates they are tested for the identification, definition and territorial placement of mesolithic social, ethnic and linguistic groups.

As a tribe, however, they do not exist. This is because they have not been acknowledged, a process by which the federal government officially recognizes Indian tribes. By contrast, other California Indian tribes have won federal recognition and come to represent a driving force behind most Indian legislation, including laws to regulate Indian casinos. Their political power and economic prosperity, however, has incurred resentment. Caught in this web of contending political forces are hundreds of small Indian groups, peoples like the Honey Lake Maidus who, because they lack federal recognition, cannot protect their cultures and secure their futures. They are also unable to undertake economic endeavors that would provide care for their children and elders. In Quest for Tribal Acknowledgment, Sara-Larus Tolley, an anthropologist who has worked for the Honey Lake Maidus for several years, recounts the group’s efforts to obtain recognition. In 1999, the tribe gained funding to work full-time on its petition, which it submitted to the government in 2001. While the Honey Lake Maidus wait for their application to gain “active” status, they continually update and refine its contents. And like hundreds of other unrecognized Indian groups seeking acknowledgment, they hope for the future.
