While some believe immigrants help the economy, others argue that they take jobs away from U.S. citizens. This thesis uses a sample size of over 1,800,000 people from the 2017 American Community Survey to analyze the effects of immigrant wages and employment in the United States using independent variables such as citizenship status, English-language ability, place of birth, and immigration year. The results indicate that American-born citizens are more likely to be employed but earn less than naturalized citizens and noncitizens. They also show that the longer an immigrant is in the U.S., the more money they earn. Similarly, English proficiency plays a large role, as those with higher English skills are more likely to be employed and earn more.

Book excerpt: The Economic and Fiscal Consequences of Immigration finds that the long-term impact of immigration on the wages and employment of native-born workers overall is very small, and that any negative impacts are most likely to be found for prior immigrants or native-born high school dropouts. First-generation immigrants are more costly to governments than are the native-born, but the second generation are among the strongest fiscal and economic contributors in the U.S. This report concludes that immigration has an overall positive impact on long-run economic growth in the U.S. More than 40 million people living in the United States were born in other countries, and almost an equal number have at least one foreign-born parent. Together, the first generation (foreign-born) and second generation (children of the foreign-born) comprise almost one in four Americans. It comes as little surprise, then, that many U.S. residents view immigration as a major policy issue facing the nation. Not only does immigration affect the environment in which everyone lives, learns, and works, but it also interacts with nearly every policy area of concern, from jobs and the economy, education, and health care, to federal, state, and local government budgets. The changing patterns of immigration and the evolving consequences for American society, institutions, and the economy continue to fuel public policy debate that plays out at the national, state, and local levels. The Economic and Fiscal Consequences of Immigration assesses the impact of dynamic immigration processes on economic and fiscal outcomes for the United States, a major destination of world population movements. This report will be a fundamental resource for policy makers and law makers at the federal, state, and local levels but extends to the general public, nongovernmental organizations, the business community, educational institutions, and the research community.

Our results suggest that English proficiency became a more important determinant of earnings for foreign-born entrepreneurs in 1990 compared with 1980, even while controlling for factors affecting selection into self-employment.

The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. Empirical evidence concludes that English ability has a positive, statistically significant correlation with wages, but endogeneity present in immigration data prevents many from making that causal link. Using the New Immigrant Survey, a survey focusing only on new lawful permanent residents, this analysis finds this same relationship between English language ability and wages as well as the importance of education and experience among different groups of immigrants. In addition, ordinary least squares, two-stage least squares and multiple imputation were utilized to reduce measurement error and random variation present among covariates, the dependent variable and the self-reported variable of interest. Despite the presence of endogeneity and unobservable characteristics, policymakers have created legislation allowing employers to require English as a requirement for obtaining work. As the analysis shows, though there is a strong link between English language ability and wages, focusing primarily on English as a determinant of labor market success may be to the detriment of the United States labor market. The countless unobservable characteristics present still obfuscate the true relationship between wages and English language ability. In the end, controlling for observable characteristics and utilizing instruments still leaves us unable to establish this causal link, but brings up one step closer to possible finding the true determinant of labor market success of immigrants in the United States.
