Book excerpt: Converting land near airports from residential and other airport-incompatible uses to commercial, industrial, or other airport-compatible uses provides a potential solution to the airport noise problem. The study developed a methodology for analyzing the feasibility of redevelopment and applied it in four case study airport areas: Los Angeles International, Miami International, Long Island-MacArthur (Islip, N.Y.), and Aallas-Fort Worth. The study examined existing land use patterns, the impact of current land use controls, prices for incompatible land, the market for compatible reuses of impacted land, community participation in redevelopment, and institutional and political barriers to successful redevelopment. The study found incompatible land uses prevalent and increasing in all areas. Redevelopment was found to be an effective and permanent but generally very expensive solution, because of high land acquisition costs and low demand for reuses. Redevelopment can be justified only in selected, small, heavily impacted areas. Pre-emption of vacant land and effective zoning and land use planning are other options for land use control strategy. The book will primarily focus on the achievements of the ANIMA project (Aviation Noise Impact Management through Novel Approaches), but not exclusively. The content has a broader theme in order to encompass. regulation issues, the ICAO (International Civil Aviation Organization) balanced approach, progresses made on technologies and reduction of noise at source, impact of possible future civil supersonic aircraft, land-use planning issues, as well as the core topics of the ANIMA project, i.e. impact on human beings, annoyance, quality of life, health and findings of the project in this respect. This book differs from traditional research programmes on aviation noise as the authors endeavour, not to lower noise at source, but to reduce the annoyance. This book examines these non-acoustic factors in an effort to help those most affected by aviation noise - communities living close to airports, and also help airport managers, policy-makers, local authorities and researchers to deal with this issue holistically. The book concludes with some recommendations for EU, national and local policy-makers, airport and aviation authorities, and more broadly a scientifically literate audience. These recommendations may help to identify gaps for progress in terms of research but also genuine implementation actions for political and regulatory authorities.

Land use planning approaches are considered to be the effective measure for airport noise mitigation. The main objective of this research is to examine the impact of airport noise on land use and the effectiveness of available land use planning approaches for land use changes. This research also analyzes noise abatement policies and regulations and liability for the noise emission at airports. In order to examine the impacts of airport noise on land use and the effectiveness of available land use planning approaches for land use changes, a case study is conducted at the Des Moines International Airport (DSM), Des Moines, Iowa. Noise exposure conditions at DSM both in 1989 and 2000 are examined. After identifying noise conditions, their impacts in terms of population, dwelling units, and residential land use areas are analyzed. Then, the study analyzes the effects of land use planning approaches by examining the spatial correspondence between the actual land use pattern and the land use pattern identified in the land use planning approaches. Zoning and land use plans are selected as land use planning approaches for this case study. The noise impact analysis and the effectiveness of land use planning approaches are conducted by utilizing Integrated Noise Model, an aircraft noise modeling software, and Arc View, a Geographic Information System software. The case study of the Des Moines International Airport (DSM) revealed that noise exposure conditions significantly improved during one decade. This improvement contributed to a reduction of noise for affected population and residential areas. The results of the analysis of the effectiveness of zoning and land use plans showed that overall land use patterns changed in the direction of land use patterns identified in the land use plan and zoning map. Actual land use patterns in this area did not change against the land use patterns identified in the land use plans and zoning. These results imply that land use planning approach is a relatively important tool to mitigate noise pollution around an airport.
