Increasingly, MPOs are looking to land use and transportation planning integration as a logical step to address multiple pressing issues, including congestion and air quality. This report investigates selected regional entities across the nation that are engaging in various efforts to influence land use in addition to transportation facilities. Such efforts are usually referred to as "sustainable development," "smart growth," or "livable communities." Historical investigation, combined with a look at agency structure, politics, and regional growth inform the discussion. Stakeholder interviews from each agency provide a unique perspective of challenges from professional staff themselves. Several trends are identified in best practices. Comprehensive findings are developed in the context of institutions, politics, finances, and technology. Relationships with the state department of transportation, strong leadership and goal establishment, dedicated sources of funding, and innovation in activity center visualization, are found to be key trends in MPOs that are producing successful outcomes in their land use and transportation integration programs.

There has been, therefore, much research conducted in the fields of empirical analysis and theoretical and mathematical modelling of the mechanisms of land use-transport interaction. The members of the Transport and Land Use SIG (Special Interest Group) of the WCTRS (World Conference on Transport Research Society) have conducted extensive research in these fields. Leading on from the activities of ISGLUTI (International Study Group on Land Use-Transport Interaction) chaired by Dr. Vernon Webster, its output was published as a book "Land Use-Transport Interaction / Policies and Models". Concurrently with this ongoing research, energy consumption in the transport sector has been increasing rapidly and become a crucial issue from the viewpoint of global environmental conservation. An emerging research need is to examine and structurally identify the mechanisms of the influence of land use-transport interaction on energy consumption and environmental damage, both locally and globally. The SIG held a seminar in December 1993 in Blackheath, Australia which was the first meeting where world class land use-transport experts gathered to discuss the above topic, covering fact finding, scenario analysis and modelling. This book contains selected papers from the seminar. The Australian Government, CSIRO (Australia) and the Asahi Glass Foundation (Japan) supported the seminar. The book was edited with an enormous and patient help by Dr. Omar Osman at Nagoya University.

Book excerpt: Planning pedagogy is increasingly focused on ways to teach interdisciplinary topics in an integrated and synergistic manner. The intersection of land use and transportation represent two topics that, in recent years, have risen front and center for the planning profession as a whole as well as for individual program specialization areas. This article focuses on the manner in which planning programs and in particular, specific courses, address land use and transportation planning. After describing the context in which such courses exist (e.g., program specializations, faculty size), the bulk of this analysis centers on analyzing syllabi from 15 courses in North American planning programs that squarely address integrated land use-transportation planning. The syllabi are analyzed in two respects. The first examines the list of topics covered within each course. The nature of primary, secondary, and peripheral topics (as assessed by the frequency in which they appear in the syllabi) are discussed. Second, the analysis uncovers the frequency in which specific readings are used in each course (articles, book chapters, books). Special attention is devoted to discussing the substance (e.g., what topics), origin (e.g., journal name), and/or the availability of key readings. The article closes by discussing the detailed nature of a sample land use-transportation course from the Urban and Regional Planning Program at the University of Minnesota in which there is a lecture and laboratory component.
