Book excerpt: Uganda: A Modern History (1981) provides a comprehensive political, social and economic history of Uganda from the beginnings of colonial rule in 1888. It focuses particularly on the development of the Ugandan economy and demonstrates how the economy became structurally dependent on world capitalism during the colonial period and how this has affected its subsequent development. The book also deals with the political and social tendencies which shaped Ugandan society in both the colonial and postcolonial period. The first four chapters examine the initial colonial occupation and the colonial state’s role in the rural nexus of chiefs, peasants and migrant workers. They also look at the colonial state and the context of the wider national, regional and international economy and analyse the African nationalist response and the formation of political parties to take control of the postcolonial state. The second part of the book considers the political alliances and economic strategies of the Obote regime and the events of Amin’s military regime. The epilogue looks at events since the fall of the Amin regime and suggests ways in which Uganda may be able to tackle its underlying economic problems.

Book excerpt: In order for economic specialization to develop, it is important that well-defined property rights are established and that suspicion and fear of fraud do not pervade transactions. Such conditions cannot be created ex abrubto, but must somehow evolve. What needs to develop is not only suitable practices and rules themselves, but also the public agencies and moral environment without which generalized trust is difficult to establish. The cultural endowment of societies as they have developed over their particular histories is bound to play a major role in this regard, and the matter of cultual endowment is one of the central themes of this book. On the other hand, division of labour does not only require well-enforced property rights and trust in economic dealings. It is also critically conditioned by the thickness of economic space, itself dependent on population density. This provides the second major theme of the volume: market development, including the development of private property rights is not possible, or will remain very incomplete, if populations are thinly spread over large areas of land. The book makes special reference to sub-Saharan Africa.

In recent years Uganda has been seen as a test bed and model case study for numerous and varied approaches to address complex and connected conservation and development challenges. This volume reviews and assesses these initiatives, collecting new research and analyses both from emerging scholars and well-established academics in Uganda and around the globe. Approaches covered range from community-based conservation to the more recent proliferation of neoliberalised interventions based on markets and payments for ecosystem services. Drawing on insights from political ecology, human geography, institutional economics, and environmental science, the authors explore the challenges of operationalising truly sustainable forms of development in a country whose recent history is characterised by a highly volatile governance and development context. They highlight the stakes for vulnerable human populations in relation to of large and growing socioeconomic inequalities, as well as for Uganda’s rich, unique, and globally significant biodiversity. They illustrate the conflicts that occur between competing claims of conservation, agriculture, tourism, and the energy and mining industries. Crucially, the book draws out lessons that can be learned from the Ugandan experience for conservation and development practitioners and scholars around the world.
