The project was ultimately put on hold, but caused many lingering environmental and socioeconomic problems due to the acquisition of formerly productive lands. The book examines this case to generate a database on the different aspects of land acquisition and its negative impacts on the geomorphology and hydrological of non-timber forest products, agricultural impacts resulting in livelihood changes, policy dimensions of land acquisition, and the impacts of delays in project implementation through a comparative analysis between projects-affected areas and non-project areas. The book will appeal to environmental managers and industry workers, as well as students and researchers in environmental economics, anthropology, and human geography.

Since the enactment of the 1995 Lands Act No. 29 in Zambia, conversion of customary land has become a controversial policy, raising questions about the future of customary land and rural communities, and the role of traditional authorities in a changing environment. Alienating customary land into leasehold tenure has serious implications for local and national politics and gender dynamics. Analysis of these trends suggests that the policy of creating land markets on customary land is subjecting customary systems to the forces of change. However, governments that have adopted this policy have not, by and large, adopted measures to respond to these challenges. Although customary tenure is widely believed to be resilient, it is not clear how the customary system will navigate the current winds of change. Chapters in this book draw from the Land Use and Rural Livelihoods in Africa Project (LURLAP), a collaborative research project undertaken by staff and students at the University of Cape Town and the University of Zambia.

Most of the rural poor remain dependent on land-based livelihoods for their incomes and reproduction despite significant livelihood diversification in recent years. Land issue remains critical to any development discourse today. Market-led agrarian reform (MLAR) has gained prominence since the early 1990s as an alternative to state-led land reforms. This neoliberal policy is based on the inversion of what its proponents see as the features of earlier approaches, and calls for redistribution via privatized, decentralized transactions between ‘willing sellers’ and ‘willing buyers’. Its proponents, especially those associated with the World Bank, have claimed success where the policy has been implemented, but such claims have been contested by independent scholars as well as by peasant movements who are struggling to gain access to land. This book presents three thematic papers and six country studies. The thematic papers address issues of formalisation of property rights, gendered land rights, and neoliberal enclosure. These studies demonstrate the pervasive influence of neoliberal ideas on property rights and rural development debates, well beyond the ‘core’ question of land redistribution. The country cases bring together experiences from Brazil, Guatemala, El Salvador, Philippines, South Africa and Egypt. Common findings include the success of landowners in minimising the impact of reform, and a lack of post-transfer support, translating into marginal impact on poverty. The limitations of the market-led approach, and the implications of the studies presented here for the future of agrarian reform, are considered in the editors’ introduction. This book was a special issue of The Third World Quarterly.

Set in the province of Mpumalanga, the book gives an ethnographic account of local initiatives and conflicts, showing how the poorest sectors of the landless have defied the South African state's attempts to privatize land holdings and create a new class of African farmers. They insist that the 'rights-based' rather than the 'market-driven' version of land reform should prevail and that land restitution was intended to benefit all Africans. However their attempts to gain land access often backfire. Despite state assurances that land reform would benefit all, illegal land selling and 'brokering' are pervasive, representing one of the only feasible routes to land access by the poor. This book shows how human rights lawyers, NGOs and the state, in interaction with local communities, have tried to square these symbolic and economic claims on land. It offers a critical discussion, in conversation with Sam Moyo, of the land question and the response of African states. Since independence, African states have been trying to address the colonial legacy on land policy and governance. After six decades of formulating and implementing land reforms, most countries have not succeeded in decolonising approaches to land policy and the administrative framework. The book brings together the broader debates on the implications of decolonisation of Africa’s land policy. Through case studies from several African countries, the book offers an empirical analysis on land reforms and the emerging land relations, and how these affect land allocation and use, including agricultural production. Most of the chapters discuss how the unresolved land question in post-colonial Africa impacts on agricultural production and rural development broadly. The failure to decolonise colonial land policy and the imported tenure systems has left post-colonial African states dancing to two tunes, resulting in schizophrenic land and agrarian policies. The book demonstrates that the failure by African states to reconcile imported and indigenous land tenure systems and practices is evident in the deliberate denigration of customary tenure. It is also evident in the rising land inequality and the neglect of the agricultural sector, the small-scale and subsistence sub-sectors in particular.
