This paper summarizes the current status of land reform in Moldova and shows how there has been clear progress in creating a market-based agriculture and food sector in Moldova. The results of this study indicate that genuine restructuring and transition to full-fledged private farming have resulted in improved profitability and higher incomes for private farmers than those achieved by traditional collectives.

Book excerpt: Agriculture remains the main source of employment and livelihood for the large rural population of many transition countries, especially among the former Soviet republics. Accordingly, the World Bank continuously monitors the progress of land reform and farm restructuring in the region because of the potential impact of these processes on rural development and poverty alleviation in rural areas. The present study on Belarus is the latest addition to a long and growing series of World Bank publications on land reform and farm restructuring in the former socialist countries of Europe and Central Asia. The unique features of all these publications is their reliance on first-hand empirical information collected through extensive farm surveys of various rural constituencies. Analysis of survey findings enables the World Bank to base its policy dialogue with governments in the region on solid empirical facts, making the Bank's recommendations more credible and relevant. The survey findings in this volume will provide a platform for useful policy discussions with this country's government and supply international donors that are active there with essential information to design their strategic programs.

With land reform, governments in transitional economies expect to achieve economic growth and thus alleviation of rural poverty. Nowadays, there is ample research to prove that, to be effective, land policy reforms need to be complemented with institutional reforms, and rural development activities. It puts forward a model for rapid assessment of project progress in which macro-economic indicators are applied in a systematic way to give insight to concepts such as land tenure security and food security and to provide warning signals for less-desired developments as a result of project implementation.

It argues that Kyrgyzstan is challenged with oscillations between the old and the new on the one hand, and domestic and international on the other. The book analyses the process of post-Soviet transition in today’s Kyrgyzstan by focusing on the political elites, some of the major identity problems and educational issues. It discusses how Kyrgyzstan’s first president in the post-Soviet era had already been an exceptional leader even prior to the collapse of the Soviet Union in terms of his democratic and liberal tendencies. The book goes on to look at how identity is a major factor in the country, shaped to a large extent by genealogical factors and patron-client mechanisms on the one hand, and religious considerations on the other. Finally, it highlights how education has been perceived as a very influential agent of socialization that develops not only literacy and other skills, but also common attitudes and values that are considered essential to any society. By evaluating these three areas, the book argues that Kyrgyzstan cannot isolate itself from the demands, priorities and pressures of international actors, which sometimes are in conflict with the country’s domestic conditions. It is of interest to students and scholars of Asian Studies, Politics and International Relations.

Book excerpt: Achieving sustainable agricultural development is at the forefront of the poverty reduction objective of the Central Asian republics - Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan. Since independence, the countries of the Central Asian region have undergone a series of transition from centrally planned economies to a more market oriented system. Wide-ranging policy reforms have been implemented, although in varying degrees, in the five Central Asian countries. Despite great efforts by the countries and the external advice and efforts of international agencies to help them to follow a dynamic growth path, the progress in policy reforms has been frustratingly slow. Generating momentum to reorient the approach and the sequencing of policy reform packages will require rethinking of the policy reform process. This is particularly so in the food, agriculture, and natural resource sectors. This further requires improved understanding among the policymakers, donors, and international agencies of the impact of policy alternatives so that policy reforms and the speed with which they have been implemented are consistent with the objectives and the social and political realities of individual countries in the region. Involving the local policy research community in identifying critical issues and challenges, setting priorities among them for food and agricultural and natural resource policy research and analysis, and implementing joint research studies is the best way to generate knowledge on the impact of policy reforms and to increase ownership of policy design and implementation.

It defies the transitology assumption of continuity, linearity and dichotomy of formal and informal in the transformation of the state. Contrary to the conventional approaches, it claims that any social order or its political scaffolding, the state, is always incomplete and we need to develop cognitive maps to better understand that incompleteness. It reflects on the social practices, processes and patterns that evolve as a non-linear result of three sets of factors: those that are historical, external, and elite-driven. Three Central Asian states - Uzbekistan, Tajikistan, and Kyrgyzstan - are examined here comparatively as case studies, as Central Asia represents an interesting terrain to challenge conventional understanding of the state. Specifically, the book captures a paradox at hand: how come three states, which made different political, economic, cultural, and social choices at the outset of their independence in the 1990s, have ended up as so-called “weak states” in the 2000s and onwards? This puzzle can be better understood through looking at the relationship among three main sets of factors that shape state-building processes, such as history, external actors, and local elites. This book applies an interdisciplinary approach, combining political anthropology, political economy, sociology, and political science. Zvi Lerman and Astghik Mirzakhanian, two principal contributors to the design of the study, present their invaluable insight into the rapid land reform strategy implemented in Armenia. Unique among the former Soviet Republics, the entire agricultural sector of this country shifted from collective, large-scale, farm enterprises to individual production in 1992. The authors pay special attention to the commercialization of private farms and their access to supply and marketing channels outside the old state-controlled system. Family incomes from farming and off-farm sources are discussed, as well as problems of rural social services and social infrastructure. The authors demonstrate how official statistical measures and record keeping practices in Armenia do not adequately account for this dramatic transition.
