In the six decades prior to the Civil War, they wrestled with pressures from land companies; the local, state, and federal officials' policies to acquire tribal lands and remove the Indians; misguided Quakers who believed they knew what was best for the Indians; and divisions among Seneca communities about what strategies of resistance to employ. As deftly and convincingly revealed by Laurence M. Hauptman, the Tonawanda Senecas were able strategists who overcame disastrous treaties to regain 7,549 acres of their western New York territory, lands that they still possess today. The chiefs and clan mothers pursued a number of well thought-out strategies: petitioning officials and lobbying in Washington, challenging the legality of the treaties; preventing surveyors from entering onto tribal lands; disrupting land auctions; taking out advertisements; and networking with influential whites. They also hired a first-rate attorney who eventually won a landmark victory in the U.S. Supreme Court and who successfully negotiated the United States–Tonawanda Treaty of 1857, which provided a formula to repurchase a part of the reservation. In recounting this heroic story, Hauptman throws new light on Red Jacket and Ely S. Parker, women's roles within Tonawanda society, and the development of the Gaiwiio, the Longhouse religion.

The building of the Kinzua Dam was highly controversial because it flooded one-third of the Allegany Reservation of the Seneca Nation of Indians. Nearly six hundred Senecas were forced to abandon their homes and relocate, despite a 1794 treaty that had guaranteed them those lands in perpetuity. In this revealing study, Joy A. Bilharz examines the short- and long-term consequences of the relocation of the Senecas. Granted unparalleled access to members of the Seneca Nation and reservation records, Bilharz traces the psychological, economic, cultural, and social effects over two generations. The loss of homes and tribal lands was heart wrenching and initially threatened to undermine the foundations of social life and subsistence economy for the Senecas. Over time, however, many Senecas have managed to adapt successfully to relocation, creating new social networks, invigorating their educational system, and becoming more politically involved on local, tribal, and national levels.

The project, formally dedicated in 1966, broke the Treaty of Canandaigua of 1794, flooded approximately 10,000 acres of Seneca lands in New York and Pennsylvania, and forced the relocation of hundreds of tribal members. Hauptman offers both a policy study, detailing how and why Washington, Harrisburg, and Albany came up with the idea to build the dam, and a community study of the Seneca Nation in the postwar era. Although the dam was presented to the Senecas as a flood control project, Hauptman persuasively argues that the primary reasons were the push for private hydroelectric development in Pennsylvania and state transportation and park development in New York. This important investigation, based on forty years of archival research as well as on numerous interviews with Senecas, shows that these historically resilient Native peoples adapted in the face of this disaster. Unlike previous studies, In the Shadow of Kinzua highlights the federated nature of Seneca Nation government, one held together in spite of great diversity of opinions and intense politics. In the Kinzua crisis and its aftermath, several Senecas stood out for their heroism and devotion to rebuilding their nation for tribal survival. They left legacies in many areas, including two community centers, a modern health delivery system, two libraries, and a museum. Money allocated in a “compensation bill” passed by Congress in 1964 produced a generation of college-educated Senecas, some of whom now work in tribal government, making major contributions to the Nation’s present and future. Facing impossible odds and hidden forces, they motivated a cadre of volunteers to help rebuild devastated lands. Although their strategies did not stop the dam’s construction, they laid the groundwork for a tribal governing structure and for managing other issues that followed from the 1980s to the present, including land claims litigation and casinos.

As part of the once-formidable Iroquois Six Nations in western New York, Senecas occupied a significant if ambivalent place within the newly established United States. They found themselves the object of missionaries' conversion efforts while also confronting land speculators, poachers, squatters, timber-cutters, and officials from state and federal governments. In response, Seneca communities sought to preserve their territories and culture amid a maelstrom of economic, social, religious, and political change. They succeeded through a remarkable course of cultural innovation and conservation, skillful calculation and luck, and the guidance of both a Native prophet and unusual Quakers. Through the prophecies of Handsome Lake and the message of Quaker missionaries, this process advanced fitfully, incorporating elements of Christianity and white society and economy, along with older Seneca ideas and practices. But cultural reinvention did not come easily. Episodes of Seneca witch-hunting reflected the wider crises the Senecas were experiencing. Ironically, as with so much of their experience in this period, such episodes also allowed for the preservation of Seneca sovereignty, as in the case of Tommy Jemmy, a Seneca chief tried by New York in 1821 for executing a Seneca "witch." Here Senecas improbably but successfully defended their right to self-government. Through the stories of Tommy Jemmy, Handsome Lake, and others, Seneca Possessed explores how the Seneca people and their homeland were "possessed"—culturally, spiritually, materially, and legally—in the era of early American independence.

From this low point, the Seneca Nation of Indians, which today occupies three reservations in western New York, sought to rebound. Beginning with events leading to the Seneca Revolution in 1848, which transformed the nation’s government from a council of chiefs to an elected system, Laurence M. Hauptman traces Seneca history through the New Deal. Based on the author’s nearly fifty years of archival research, interviews, and applied work, Coming Full Circle shows that Seneca leaders in these years learned valuable lessons and adapted to change, thereby preparing the nation to meet the challenges it would face in the post–World War II era, including major land loss and threats of termination. Instead of emphasizing American Indian decline, Hauptman stresses that the Senecas were actors in their own history and demonstrated cultural and political resilience. Both Native belief, in the form of the Good Message of Handsome Lake, and Christianity were major forces in Seneca life; women continued to play important social and economic roles despite the demise of clan matrons’ right to nominate the chiefs; and Senecas became involved in national and international competition in long-distance running and in lacrosse. The Seneca Nation also achieved noteworthy political successes in this period. The Senecas resisted allotment, and thus saved their reservations from breakup and sale. They recruited powerful allies, including attorneys, congressmen, journalists, and religious leaders. They saved their Oil Spring Reservation, winning a U.S. Supreme Court case against New York State on the issue of taxation and won remuneration in their Kansas Claims case. These efforts laid the groundwork for the Senecas’ postwar endeavor to seek compensation before the Indian Claims Commission and pursuit of a series of land claims and tax lawsuits against New York State.

Book excerpt: Abstract : In this dissertation I examine the relationship between Senecas and Euro-Americans from initial contact until the present day. The disciplines of history and anthropology necessarily inform my work; the former gives it depth and the latter nuance. My research includes reports from council meetings, court hearings, congressional testimony, tribal newsletters, newspaper accounts, fieldnotes, and interviews. From these materials, as well as from my life experiences, I construct a narrative history of the interaction of Euro-Americans and Native Americans who live together in the region of the Western Door of the Haudenosaunee, or Iroquois Confederacy. The actions of Jesuit priests, the earliest whites who lived among Senecas, foreshadow the actions of those who came later. Thus, many twenty-first century New Yorkers desire that Senecas give up both their culture and their land. To illustrate this I explore in detail major confrontations and analyze the way they have negatively impacted on Seneca culture and the Allegany Seneca land base. I have chosen the city of Salamanca as my geographical focus in order to reveal the nature of the ongoing interactions between Senecas and Euro-Americans. Salamanca is an anomaly in that it is the only city in the United States that lies almost entirely within the borders of an Indian reservation. The history of how that occurred and why it has continued to affect Senecas and their neighbors is central to my research. I am fortunate that I was raised on the Allegany Territory in Salamanca so that I could receive neighborly help from my many Seneca and Euro-American neighbors, friends, acquaintances, and officials. Seneca culture, like any culture, changes. Yet, in spite of many military, cultural, and political assaults, Senecas maintain their particularity, their unique "Seneca-ness", and their authenticity. This is not always readily apparent to non-Senecas. In this dissertation I will demonstrate that the tropes of decline and assimilation are fallacious and that Seneca culture remains both traditional and vibrant. Familial relations remain surprisingly unchanged, in spite of what many believe. Women have an unbroken record of agency in spite of paternalistic impositions. By agency I mean the ability to control their lives and influence Seneca economic, political, social and other spheres. Many of the values and characteristics of Seneca particularity, such as an unyielding sense of place, have always infused Seneca worldviews. This is not to say that tragedies--such as land and language loss--have not occurred. Senecas, in spite of the actions of their neighbors, have continued their cultural particularity with humor, dignity and magnanimity. Their culture has changed, sometimes with tragic losses, sometimes with admirable adaptations. Through it all, they remain Seneca. And nowadays, more often than not, the Senecas' neighbors are friends
