The concept that the onshore unconventional gas industry has a temporary effect on the land on which it operates creates a regulatory paradox. On one hand, unconventional gas activities create energy security, national wealth and a bourgeoning export industry. On the other, agricultural land and agriculturalists may be significantly disadvantaged by unconventional gas activities potentially producing permanent damage to non-renewable fertile soils and spoiling the underground water tables. Thus, threatening future food security and food sovereignty. This book explores the socio-regulatory dimensions of coexistence between agricultural and onshore unconventional gas land uses in the jurisdictions with the highest concentration of proven unconventional gas reserves – Australia, Canada, the USA, the UK, France, Poland and China. In exploring the differing regulatory standpoints of unconventional gas land uses on productive farming land in the chosen jurisdictions, this book provides an original three-part categorisation of regulatory approaches addressing the coexistence of agricultural land and unconventional gas namely: adaptive management, precautionary and, finally, statism. Hooley shows how Indigenous literary and visual art modernisms challenge the strictures of everyday life and question the ecological, political, and cultural fantasies that make multivalent US colonialism seem inevitable. Hooley analyzes literature and art by Louise Erdrich, William Whipple Warren, David Treuer, George Morrison, and Gerald Vizenor in relation to histories of Indigenous dispossession and occupation, enslavement and Black life, and environmental harm and care. He shows that historical narratives of these cities are intimately bound up with the violence of colonial systems of extraction and that concepts like Indigeneity and sovereignty extend beyond treaty-granted promises of political control. These works, created in opposition and proximity to the extraction of cultural, political, and territorial resources, demonstrate how Indigenous claims to life and land matter to rethinking and unmaking the social and ecological devastations of the colonial world.

Book excerpt: Natural resource extraction has fueled protest movements in Latin America and existing research has drawn considerable scholarly attention to the politics of antimarket contention at the national level, particularly in Ecuador, Bolivia, and Argentina. Despite its residents reporting the third-highest level of protest participation in the region, Peru has been largely ignored in these discussions. In this groundbreaking study, Moises Arce exposes a long-standing climate of popular contention in Peru. Looking beneath the surface to the subnational, regional, and local level as inception points, he rigorously dissects the political conditions that set the stage for protest. Focusing on natural resource extraction and its key role in the political economy of Peru and other developing countries, Arce reveals a wide disparity in the incidence, forms, and consequences of collective action. Through empirical analysis of protest events over thirty-one years, extensive personal interviews with policymakers and societal actors, and individual case studies of major protest episodes, Arce follows the ebb and flow of Peruvian protests over time and space to show the territorial unevenness of democracy, resource extraction, and antimarket contentions. Employing political process theory, Arce builds an interactive framework that views the moderating role of democracy, the quality of institutional representation as embodied in political parties, and most critically, the level of political party competition as determinants in the variation of protest and subsequent government response. Overall, he finds that both the fluidity and fragmentation of political parties at the subnational level impair the mechanisms of accountability and responsiveness often attributed to party competition.Thus, as political fragmentation increases, political opportunities expand, and contention rises. These dynamics in turn shape the long-term development of the state. Resource Extraction and Protest in Peru will inform students and scholars of globalization, market transitions, political science, contentious politics and Latin America generally, as a comparative analysis relating natural resource extraction to democratic processes both regionally and internationally.
