Book excerpt: Labour, Mobility and Temporary Migration delves into sociological research on Polish migrants who migrated to the lesser-explored South Wales region after Poland joined the European Union in 2004. At the time of enlargement, Polish migrants were characterised as being economically motivated, short-term migrants who would enter the UK for work purposes, save money and return home. However, over ten years after enlargement, this initial characterisation has been challenged with many of the once considered ‘short-term’ Poles remaining in the UK. In the case of Wales, the long-term impact of this migration is only starting to be fully realised, particularly in consideration of the different spatial areas – urban, semi-urban and rural – explored in this book. Such impact is occurring in the post-Brexit referendum period, a time when the UK’s position in the EU is itself complex and changing.

Book excerpt: Labor mobility is particularly significant in the case of the GCC; the region is host to around 15 million expatriate workers who generate US $80 billion in annual remittances each year and support an estimated 150 million dependents in their various home countries. However, little research has been conducted to identify and measure the impacts of this phenomenon on migrants’ host countries or countries of origin. Therefore, with a view to contributing to the active engagement of GCC countries in the global dialogue on migration and development, the Emirates Center for Strategic Studies and Research (ECSSR) hosted a special conference, Labor Mobility: Enabler for Sustainable Development, in Abu Dhabi on May 14–15, 2013. The Conference was held under the patronage of H.H. Sheikh Mansour Bin Zayed Al Nahyan, UAE Deputy Prime Minister and Minister of Presidential Affairs, and was jointly organized by the Ministry of Foreign Affairs, the Ministry of Labor, the ECSSR and the National Qualification Authority. It was convened in association with the GCC Council of Ministers of Labor, the Government of Sweden – current Chair of the Global Forum on Migration and Development (GFMD) – the International Organization for Migration and the World Bank. The papers presented at the Conference, compiled in this volume, provide a variety of informed views on labor mobility as an enabler for human, economic and social development. They explore migration policy and governance in the GCC states; the potential for research collaboration between migrant-sending and -receiving countries; the impact of Indian labor migration to the GCC states; the relationship between remittances and economic cycles in home and host countries; and the implications of labor mobility for families and households.

The dynamics of labour mobility are heavily influenced by the opportunities perceived and the imaginaries held by both employers and regulating authorities in relation to migrant labour. This volume offers a multidisciplinary approach to the study of the structures and imaginaries underlying various forms of mobility. Based on research conducted in different geographical contexts, including the European Union, Turkey, and South Africa, and tackling the experiences and aspirations of migrants from various parts of the globe, the chapters comprised in this volume analyse labour-related mobilities from two distinct yet intertwined vantage points: the role of structures and regimes of mobility on the one hand, and aspirations as well as migrant imaginaries on the other. Migration at Work thus aims to draw cross-contextual parallels by addressing the role played by opportunities in mobilising people, how structures enable, sustain, and change different forms of mobility, and how imaginaries fuel labour migration and vice versa. It seems that, after trade and investment, labour mobility constitutes the final frontier for regional integration among the Asia-Pacific economies. There is no doubt that labour movements are integral to regional economic integration and critical to the long-term health of the regional economies and business operations. In reality, however, such movements are much burdened with political and social problems in the labour origin economies as well as the labour destination economies, and yet many of these problems remain not just unaddressed by the relevant governments but not even well studied. The present volume seeks to fill this gap by offering synthesis papers stemming from the studies on international labour migration in twenty Asia-Pacific economies which were discussed at a joint PECC-ABAC conference held in Seoul, Korea, on 25-26 March 2008, organized by KOPEC. These papers examine the demographic transition, the associated pattern of international labour migration, the national policies associated with it as well as their implications for business and the issues they raise, and, finally, the implications of these analyses for cooperation among the APEC governments, for each of the four subregions in the Asia-Pacific, as well as for the whole region.

Finally it considers how migration could be better governed at the multilateral, regional and bilateral levels. A central theme of the paper is that, when properly governed, labour mobility can deliver large and sustained development gains. Improving cross-border labour market access, particularly for people from developing countries, therefore needs higher prioritization by regional policymakers. At the same time, the concerns of receiving country populations around higher levels of immigration also need to be addressed. Striking this balance will require, in particular, the expansion and further adoption of co-operative agreements between sending and receiving countries which provide labour market access in return for more cooperation in migration management and enforcement.

Part of the problem lies in the difficulty of coming to a consensus about the fundamental nature of migration and its outcomes. Underlying the current and welcome inclination to acknowledge the potentially beneficial outcomes of migratory phenomena are many questions that are yet to be fully resolved. In the midst of that uncertainty there are suggestions worth exploring that contemporary migration – as opposed to whatever its historical antecedents may have been – is uniquely related to and defined by those processes of economic and social integration collectively known as globalization. The argument is that, whether by design or not, these developments are largely responsible for the creation of an unprecedented context in which human mobility seeks to find expression on a genuinely global scale. The World Migration Report 2008 tackles this issue directly and seeks to identify policy options that might contribute to the development of broad and coherent strategies to better match demand for migrant workers with supply in safe, humane and orderly ways.
