Book excerpt: Excerpt from Labor Bulletin of the Commonwealth of Massachusetts, Vol. 10: March, 1906 One of the stipulations of the law which led to a considerable increase in the number of inquiries was the provision of Section 3, which required the Chief of the Bureau to communicate, before preparing the schedules, with the heads Of the different State departments, Offices, and institutions, and invite suggestions from them as to the insertion of inquiries, the answers to which would supply information of value. In addition to the branches Of inquiries previously mentioned the census will obtain statis tics relating to forestry, covering the kinds of trees, the years of growth, and the distribution in the different cities and towns. The facts thus secured will enable the State Forester to prepare a forestry map. In addition, the riparian rights given for the planting of oysters and clams will be thoroughly investigated, so that measures may be taken by legis lative action, or otherwise, to increase the productive capacity Of the long line of flats upon our shore line from Cape Ann to Rhode Island. Book excerpt: Excerpt from Labor Bulletin of the Commonwealth of Massachusetts, Vol. 10: September, 1906 The industrial development of this country has been in the hands of business men who, through their superior executive ability, have forced the technical part of the industry to initiate processes of manufacture which would economize the cost of production. It has been the skill of the manager and inventor urged on by the executive boards of corporations rather than the mechanical skill of the American workmen which has made our industrial system the most efficient in the world to-day. The keenness of the American business man as shown in the application of the prin ciple of the division of labor to the study of the cost of production is commanding the admiration of the world. Couple this executive ability of our captains of industry with the skill of the American workmen trained in trade schools and this country will continue to lead. It is time to take a very forward step in the educational world, a time to inaugurate a departure in our educational scheme - the establishment of trade schools which will keep pace with the growth of the industrial system and supply its needs. The school is more the product of the age than its creator. Various types of technical schools have been established after the need of them has long existed. The result of the delay is that present schools are often meeting the industrial needs as they existed at a time when these schools were first agitated. The technical courses in our manual training high schools illustrate the shop processes as they existed 20 years ago. They teach the principles of mechanics involved in machine construction rather than the processes and principles of modern manu facture. Their avowed purpose is to teach the mechanical principles underlying all trades, making the aim purely educational in the broad sense. That they are fulfilling their mission is not to be denied. The trade school is frankly vocational. It is intended to fit a man to earn a living in some specific way. The term trade school should mean an educational institution which teaches the science and art of a trade in the way demanded by the indus tries and which keeps pace with their growth and development. This term has somehow created much discussion and its advocates have been obliged to defend it more than seems necessary to those who feel this industrial need. The term brings the labor leader to his feet, the school master rises to a point of educational order, the advocate of the Open Shop expresses great joy, and finally it forces the student of technical education to study existing schools which typify this economic aim - to compare their courses of study and methods. He concludes that each school stands out by itself distinct in method although related to each other in regard to general aim. Book excerpt: Excerpt from Labor Bulletin of the Commonwealth of Massachusetts, Vol. 13: February, 1900 Some time ago the Women's Educational and Industrial Union, of Boston, l>cgan a series of systematic inquiries relating to the problem of domestic service. The results of one branch of its investigations were, bv co-opcvation with the Union, tabulated by this Bureau and presented in the Bulletin for OetoW, 189$. The present article is, in the same way, based upon another portion of the work, covering an investigation especially relatiug to the social environment of the domestic servant, conducted for the Union by Miss Mary W. Dcwsou. The pur]>ose of the inquiries upon this point was the collection of exact data which would show without bias the present soeial opportunities, the limitations, and the prevailing conditions, that a fleet the life of the domestic upon its social side. What opportunities has she for improvement in education, what amusements ami recreations, what ways of spending her leisure time? Industrially her position is peculiar. She is in the family, but not of it. The service required of her is of the highest importance to the peace and comfort of her employer, but her work is considered inferior in many ways to that of other self-supporting women. To raise the social standards of those in domestic service, to dignify ami elevate, if possible, this kind of employment, would remove one of the barriers which now deter workingwomen from voluntarily accepting it. The purpose of this article should not be misunderstood, nor should the subject l>e treated in a trivial or unsympathetic way. No criticism is intended, either direct or implied, of cither mistress or servant. The fragmentary character of the data, and the comparatively limited field covered by the inquiries may be at once admitted. It is, however, lieyond question that while ccrtniu social opportunities are enjoyed by those who are employed in the factory or tho shop, due, in a measure, to unity of action on the part of the workers and to generally accopted cus* toms growing out of the employment, in domestic service there is neither uniformity of privilege nor recognized social status.
