Asimismo, se señala la importancia de implementar políticas públicas de protección adecuadas, dignas y efectivas, que respondan al reclamo de la población femenina, postulando así la urgencia de un cambio de conciencia social para hacer frente a este fenómeno persistente, generalizado e inaceptable, que aqueja diariamente a millares de hogares en todo el mundo, independientemente de la cultura, religión, etnias o razas, clases sociales, niveles de educación o edad. En este contexto, vale recalcar el aumento exponencial de la violência hacia las mujeres perpetrada en el ámbito de las relaciones domésticas, familiares o íntimas de afecto, debido a la pandemia de COVID-19. A este respecto, el Secretario General de las Naciones Unidas ha instado a todos los países que adopten medidas contra el estremecedor repunte de la violencia doméstica a raiz del confinamiento y aislamiento global, con el fin de combatir la pandemia por COVID-19 y sus efectos en la sociedad. De ahí se infiere con mayor claridad que, la violencia doméstica e intrafamiliar hacia la mujer por razón de género no se trata de un problema privado, pero, sí de una cuestión de orden público y una grave violación de los derechos humanos y libertades fundamentales, que afecta de manera desproporcionada a este colectivo especialmente vulnerable. Además, conviene advertir que, incluso antes de instaurada la actual situación de pandemia, las cifras mundiales con relación a esta modalidad delictiva eran realmente muy alarmantes. Es más, la violencia practicada contra las mujeres sigue siendo una gran amenaza para la salud pública mundial frente a la situación actual de pandemia, lo que ha incrementado los casos de violencia doméstica e intrafamiliar contra la mujer perpetrada por compañeros íntimos. De eso se desprende la necesidad de poner en marcha medidas urgentes de lucha contra la violencia infligida hacia la mujer en tiempos de pandemia, incluyendo los planes de preparación y respuesta, para así proporcionar un acceso asequible e igualitario a los servicios esenciales en el sector de atención sanitaria, servicios sociales, y los sectores policial y judicial, los que pueden mitigar de manera significativa las consecuencias que tiene este tipo delictivo sobre la integridad física, psíquica y moral de las víctimas. Book excerpt: This work originated in a research project for the measurement and analysis of income distribution in the Latin American countries, undertaken jointly by the Economic Commission for Latin America and the World Bank. The present paper presents estimates of the extent of absolute poverty for ten Latin American countries and for the region as a whole in the 1970s, on the basis of available household surveys and population censuses. They are based on country-specific poverty lines representing minimum acceptable levels of private consumption, drawn according to a food-based method. Such poverty lines - ranging from 150 to 250 dollars of annual household consumption per capita - express a normative definition of the absolute dimensions of poverty, partly based on expert appraisals and partly reflecting the actual behavior of low income households facing the life style projected by Latin American development. According to these estimates, 40 percent of Latin American households were poor at the beginning of the 1970s, the incidence of poverty being 26 percent in urban areas and 60 percent in rural areas. Urban poverty extended to more than one-third of urban households in some countries (Brazil, Colombia, Honduras) while affecting between 20 and 30 percent in others (Peru, Mexico, Venezuela), about 15 percent in Costa Rica and Chile and less than 10 percent in Argentina and Uruguay. The extent of poverty in rural areas would not be less than 20 percent in any case and would reach more than 60 percent in some countries. The corresponding poverty gaps were also estimated; in terms of total household income, they may represent manageable proportions (around 2-3 percent) in the better-off countries, but are in the 4-8 percent range in the bigger countries of the region and reach as much as 12 percent in Peru and 17 percent in Honduras.

Book excerpt: What can the universals of political philosophy offer to those who experience "the living paradox of an inegalitarian construction of egalitarian citizenship"? Citizen Subject is the summation of Étienne Balibar’s career-long project to think the necessary and necessarily antagonistic relation between the categories of citizen and subject. In this magnum opus, the question of modernity is framed anew with special attention to the self-enunciation of the subject (in Descartes, Locke, Rousseau, and Derrida), the constitution of the community as “we” (in Hegel, Marx, and Tolstoy), and the aporia of the judgment of self and others (in Foucualt, Freud, Kelsen, and Blanchot). After the “humanist controversy” that preoccupied twentieth-century philosophy, Citizen Subject proposes foundations for philosophical anthropology today, in terms of two contrary movements: the becoming-citizen of the subject and the becoming-subject of the citizen. The citizen-subject who is constituted in the claim to a “right to have rights” (Arendt) cannot exist without an underside that contests and defies it. He—or she, because Balibar is concerned throughout this volume with questions of sexual difference—figures not only the social relation but also the discontent or the uneasiness at the heart of this relation. The human can be instituted only if it betrays itself by upholding “anthropological differences” that impose normality and identity as conditions of belonging to the community. The violence of “civil” bourgeois universality, Balibar argues, is greater (and less legitimate, therefore less stable) than that of theological or cosmological universality. Right is thus founded on insubordination, and emancipation derives its force from otherness. Ultimately, Citizen Subject offers a revolutionary rewriting of the dialectic of universality and differences in the bourgeois epoch, revealing in the relationship between the common and the universal a political gap at the heart of the universal itself.

And yet with all of its pragmatic smoothing over of the supernatural edges of Catholicism, the Third Republic engendered its own fantastical ways of seeing by embracing observation, corporeal dynamism, and imaginative introspection. How these republican ideals and the new national education system of the 1870s and 80s - the structure meant to impart these ideals - shaped belle époque popular culture is the focus of this book. The author reassesses the meaning of secularization and offers a cultural history of this period by way of an interrogation of several fraught episodes which, although seemingly disconnected, shared an attachment to the potent moral and aesthetic directives of French republicanism: a village's battle to secularize its schools, a scandalous novel, a vaudeville hit featuring a nude celebrity, and a craze for female boxing. Beginning with the writer and performer Colette (1873-1954) as a point of entry, this re-evaluation of belle époque popular culture probes the startling connections between republican values of labor and physical health on the one hand, and the cultural innovations of the decades preceding World War I on the other.
