Se trata de elecciones celebradas en once países cuyo estudio se desarrolla en igual número de capítulos. Se cubren comicios simultáneos a ambas instancias en Argentina, Bolivia, Brasil, Costa Rica, Guatemala, Panamá y Uruguay. En El Salvador y en Colombia, aunque se celebraron en tiempos distintos, ambos tipos de comicios se consideran en el mismo capítulo; allí, las presidenciales precedieron a las legislativas con un año de diferencia en el primer país y las legislativas antecedieron por tres meses a las presidenciales en el segundo. Se recogen también en capítulos independientes las elecciones únicamente legislativas de México y Venezuela. Si bien el criterio temporal siempre puede calificarse de caprichoso en este caso sigue la preocupación iniciada hace ocho años de dar cumplida cuenta del acontecer electoral en la región, en el ámbito de los dos poderes representativos del Estado por excelencia. En efecto, este volumen da continuidad a anteriores trabajos. El bienio aquí analizado da cabida a un nivel promedio de elecciones presidenciales, si se tiene en cuenta el acumulado en la región desde hace 30 años, por lo cual es representativo del quehacer político latinoamericano. Así, la Tabla 1 recoge las 117 elecciones presidenciales que se han llevado a cabo en la región entre 19861 y 2015 cuyo resultado no fue cuestionado; su media es de cuatro procesos electorales por año y aquí el número de elecciones que se recogen son nueve.

Now, this contributed volume brings together studies that dig into the data gathered by PELA to discuss important topics related to the challenges faced by representative democracy in Latin America. After an introductory chapter that presents the potential of the PELA database, the book is structured in two parts. The first addresses in eight chapters important aspects of representative democracy such as political ambition, political trust, satisfaction with democracy, clientelism and the quality of democracy. It then discusses three relevant issues in Latin American political dynamics such as executive-legislative relations, women's participation as representatives, and the meaning of China and the United States in national politics. The second part addresses in five chapters studies of seven national cases that are representative of regional heterogeneity. Media and Politics in New Democracies focuses chiefly on new democracies in Central and Eastern Europe, but chapters analysing new democracies in Latin America, Africa, and Southeast Asia are also included. These new democracies represent a variety of what sociologists call 'glocalism': homogenisation and heterogenisation coexist, revealing hybrid models and multiple modernities. It is local culture that assigns meaning to global and regional influences. 'Ideal' liberal models and best practices are being promoted and aspired to, but these models and practices are often being adopted in opaque ways generating results opposite to those intended. Book excerpt: The long-lasting hegemonic rule of President Hugo Chávez not only involved significant rearrangements in the control of political power in Venezuela but also shifts in the way its citizens constructed, connected and interacted with politics. In this book, Elena Block explores the political communication style developed by Chávez to transmit his ideologies and engage with his publics — A style that unfolded incrementally between 1998, the year of his first presidential campaign, and March 13th 2013 when his death was announced after a long struggle with cancer. What sort of political communication did Hugo Chávez develop to establish hegemony in Venezuela? What made him so popular? Block argues that Chávez’s political communication style can be better understood through the concept of mimetisation, a systematic sequence of communicational events and practices whereby the Venezuelan President managed to build a bond with his constituents. Applying a mixed qualitative method of collection and analysis of relevant data, this phenomenon is examined via the President’s emotional use of common cultural symbols; dramatized and informalised language; savvy use of communication and media, and boost of inclusive, compensatory, and participatory practices in which his constituents not only felt mimetically mirrored, but also endowed with an identity. Shedding new light on contemporary theories of populism from the perspective of political communication and identity construction, the notion of mimetisation can be adjusted and applied to study the links of populist phenomena, the mediatisation of politics and government, cultural appeal and identity politics in other cultures and situations in contemporary times.

Book excerpt: This coauthored monograph examines how business groups have interacted with state authorities in the three central Andean countries from the mid-twentieth century through the early twenty-first. This time span covers three distinct economic regimes: the period of state-led import substitutive industrialization from the 1950s through the 1970s, the neoliberalism of the 1980s and 1990s, and the post-neoliberal period since the earlier 2000s. These three countries share many similarities but also have important differences that reveal how power is manifested. Peru has had an almost unbroken hegemony of business elites who leverage their power over areas of state activity that affect them. Bolivia, by contrast, shows how strong social movements have challenged business dominance at crucial periods, reflecting a weaker elite class that is less able to exercise influence over decision-making. Ecuador falls in between these two, with business elites being more fragmented than in Peru and social movements being weaker than in Bolivia. The authors analyze the viability of these different regimes and economic models, why they change in specific circumstances, and how they affect the state and its citizens.
