La mise en œuvre de PPP pour les services d'eau dans les PED a rarement été une tâche facile, et ils ne doivent pas être considérés comme la seule voie de réforme possible. Néanmoins, il ressort de cette analyse de données factuelles qu'un partenariat bien conçu entre les secteurs public et privé dans un PED peut être efficace pour redresser une compagnie des eaux peu performante. Le principal objectif ne doit plus être d'attirer des capitaux privés mais d'utiliser des opérateurs privés pour améliorer la qualité et l'efficacité des services.
