Book excerpt: Initiée en novembre 1997 lors du Conseil européen de Luxembourg, la Stratégie européenne pour l'emploi (SEE) se donne pour seul but explicite de coordonner les politiques nationales d'emploi. Pour nous, le rôle principal de la SEE est de diffuser un diagnostic des causes du chômage et des moyens d'y remédier. Ce diagnostic est pour l'essentiel celui de la thèse dite de " l'eurosclérose " développée durant les années 1980 en raison de la persistance du chômage de masse en Europe, qui fait porter la responsabilité du chômage sur la rigidité des institutions du marché du travail. Pourtant, l'analyse contemporaine montre que la flexibilité marchande n'est pas la seule solution au chômage. Malgré ce constat, l'ensemble des aspects de la SEE étudiés ici (histoire, inscription dans la politique macro-économique de l'UE, recommandations aux Etats, indicateurs utilisés, études de terrain auprès des acteurs) montre que l'orientation principale de la SEE est celle de la flexibilité marchande du travail. Pour cette raison, nous proposons de qualifier la SEE de politique " marchandisatrice ". Sur le plan méthodologique, notre problématique se centre sur le discours déployé tant par l'Union européenne que par les auteurs académiques. En termes théoriques, nous nous inscrivons dans le cadre de l'Economie des Conventions, ce qui nous permet de penser les questions de coordination ; de légitimité ; d'appareillage statistique de l'action publique ; de stabilité des représentations collectives.

In a context where liberalizing trade has not produced the expected gains in developing countries and growth in global trade has not led to the expected economic growth, an alternative solution has emerged. This new paradigm suggests that trade liberalization should be accompanied by public investment. However, by its very nature, trade liberalization leads to a reduction in revenues from duties and taxes, which means that the available resources for public investments will also be reduced. There are now solid arguments for encouraging the less-developed countries to first emphasize regional integration before trying to access the global market. This book explores the issues linked to regional integration in West Africa and presents empirical data about the experiences in = West African Economic and Monetary Union (WAEMU) countries to converge their economies. It also examines how these efforts, which make a major contribution to regional integration, influence poverty reduction in the economic and monetary community. It will be of interest to researchers working in this area. Elias T. Organized by the REHSEIS group (Research on Epistemology and History of Exact Sciences and Scientific Institutions) of CNRS (National Center for Scientific Research), the colloquium was held from 3 to 6 April 1990 in the UNESCO building in Paris. This colloquium was an idea of Professor Roshdi Rashed who initiated this field of studies in France some years ago, and proposed "Sciences and Empires" as one of the main research programmes for the The project to organize such a colloquium was a bit REHSEIS group. of a gamble. Its subject, reflected in the title "Sciences and Empires", is not a currently-accepted sub-discipline of the history of science; rather, it refers to a set of questions which found autonomy only recently. The terminology was strongly debated by the participants and, as is frequently suggested in this book, awaits fuller clarification.

Book excerpt: The problem that gives rise to this book is dissatisfaction with social science and social research as instruments of social problem solving. Policy makers and other practical problem solvers frequently voice disappointment with what they are offered. And many social scientists and social researchers think they should be more drawn upon, more useful, and more influential. Out of the discontent have come numerous diagnoses and prescriptions. This thoughtful contribution to the discussion provides an agenda of basic questions that should be asked and answered by those who are concerned about the impact of social science and research on real life problems. In general, Cohen and Lindblom believe that social scientists are crippled by a misunderstanding of their own trade, and they suggest that the tools of their trade be applied to the trade itself. Social scientists do not always fully appreciate that professional social inquiry is only one of several ways of solving a problem. They are also often engaged in a mistaken pursuit of authoritativeness, not recognizing that their contribution can never be more than a partial one. Cohen and Lindblom suggest that they reexamine their criteria for selecting subjects for research, study their tactics as compared to those of policy makers, and consider more carefully their role in relation to other routes to problem solving. To stimulate further inquiry into these fundamental issues, they also provide a comprehensive bibliography.
