Book excerpt: As indigenous peoples in Latin America have achieved greater prominence and power, international agencies have attempted to incorporate the agendas of indigenous movements into development policymaking and project implementation. Transnational networks and policies centered on ethnically aware development paradigms have emerged with the goal of supporting indigenous cultures while enabling indigenous peoples to access the ostensible benefits of economic globalization and institutionalized participation. Focused on Bolivia and Ecuador, Indigenous Development in the Andes is a nuanced examination of the complexities involved in designing and executing “culturally appropriate” development agendas. Robert Andolina, Nina Laurie, and Sarah A. Radcliffe illuminate a web of relations among indigenous villagers, social movement leaders, government officials, NGO workers, and staff of multilateral agencies such as the World Bank. The authors argue that this reconfiguration of development policy and practice permits Ecuadorian and Bolivian indigenous groups to renegotiate their relationship to development as subjects who contribute and participate. Yet it also recasts indigenous peoples and their cultures as objects of intervention and largely fails to address fundamental concerns of indigenous movements, including racism, national inequalities, and international dependencies. Andean indigenous peoples are less marginalized, but they face ongoing dilemmas of identity and agency as their fields of action cross national boundaries and overlap with powerful institutions. Focusing on the encounters of indigenous peoples with international development as they negotiate issues related to land, water, professionalization, and gender, Indigenous Development in the Andes offers a comprehensive analysis of the diverse consequences of neoliberal development, and it underscores crucial questions about globalization, governance, cultural identity, and social movements.

Book excerpt: Differences in historical, political, cultural, and economic contexts in sub-Saharan Africa (SSA) account for wide variations in structures, operating conditions, and outcomes in technical and vocational education (TVE). This diversity is associated with glaring disparities, so in examining policy trends and the reconstruction of training systems particular attention is focused on innovations in an effort to identify promising initiatives likely to contribute to the establishment of consistent TVE systems, closely linked with the world of work and involving labor market stakeholders. Some common emerging trends in TVE include the following: (1) a shift in the policy focus from inputs to outputs; (2) the use of new financing and certification mechanisms; (3) the involvement of social partners in governance; greater autonomy for institutions; (4) the promotion of private providers and company-based training; and (5) an increasing interest in the informal sector and skills development for poverty reduction. Issues addressed include these: (1) an overview of TVE systems in 10 SSA countries; (2) reviewing various models currently in place; (3) documenting relationships between African TVE systems and policies and donor intervention and traditions in TVE; (4) identifying reasons why certain reforms are facing implementation difficulties; analyzing specific innovations; (5) drawing lessons on the implementation of the reform agenda and its impact on TVE systems; and (6) discussing possible directions for future donor support. Book excerpt: The universities of Britain, France, Germany, and the United States stem from a common European academic tradition and are today among the most influential and powerful in the world. Each has cultivated a high degree of scientific excellence and intellectual autonomy and has served as a model for world higher education. Yet these four systems are structurally distinct and show considerably different patterns of development. In Centers of Learning Joseph Ben-David explores these differences and provides insight into the role and scope of contemporary higher education. Although the movement toward modem systems grew out of shared convictions and practical needs, Ben-David's comparative analysis shows that educational reform had surprisingly different consequences in America, England, Germany, and France. In France, higher education became identified with the purposes and authority of the state through specialized training for various professionals. In contrast, the German reforms consolidated the scholarly disciplines under a highly centralized university system with no special status accorded to the professional faculties. In England, Oxford and Cambridge adopted the German model, but smaller specialized institutions established a tradition of academic diversity and community 'service. The modernization of the American system followed the European reforms in updating the scientific curriculum and following the university model, but with a special emphasis on extending higher educational status to a broad strata of the population. In assessing the development of these systems, Ben-David finds their greatest success in extending the prestige and benefits of higher learning to the professions. General education, while strong in America, has suffered in the European systems, especially through its slackening ties to research. Centers of Learning contains a forceful critique of the politicization of the academy. Ben-David sees the furthering of social justice and equality as a necessary, though controlled part of the university's mission. Uncontrolled, political criticism will have the potential for disrupting educational functions and undermining the relationship between the university and society. In undertaking a historical survey of national education endeavors, this volume clarifies the contexts of current problems and inadequacies. Its broad-ranging analyses and proposed solutions make it essential reading for educators, social historians, political scientists, and sociologists.

The paper reveals that poverty is more acute in rural areas than in urban areas of Côte d’Ivoire. The increase of poverty is greater in the city of Abidjan, with about a 50 percent increase, compared with other towns where the rate of increase is slightly below 20 percent. As at the national level, poverty increased considerably at the level of development poles (regions) and differed from one pole to the other.
