Book excerpt: Catholicism has long been recognized as one of the major forces shaping the Hispanic Caribbean (Cuba, Puerto Rico, and the Dominican Republic) during the nineteenth century, but the role of Protestantism has not been fully explored. Protestantism and Political Conflict in the Nineteenth-Century Hispanic Caribbean traces the emergence of Protestantism in Cuba and Puerto Rico during a crucial period of national consolidation involving both social and political struggle. Using a comparative framework, Martínez-Fernández looks at the ways in which Protestantism, though officially "illegal" for most of the century, established itself, competed with Catholicism, and took differing paths in Cuba and Puerto Rico. One of the book's main goals is to trace the links between religion and politics, particularly with regard to early Protestant activities. Protestants encountered a complex social, economic, and political landscape both in Cuba and in Puerto Rico and soon found that their very presence, coupled with their demands for freedom of worship and burial rights, involved them in a series of interrelated struggles in which the Catholic Church was embroiled along with the other main forces of the period--the peasantry, the agrarian bourgeoisie, the mercantile bourgeoisie, and the colonial state. While the established Catholic Church increasingly identified with the conservative, pro-slavery, and colonialist causes, newly arrived Protestants tended to be nationalistic and to pursue particular economic activities--such as cigar exportation in Cuba and the sugar industry in Puerto Rico. The author argues that the early Protestant communities reflected the socio-cultural milieus from which they emerged and were profoundly shaped by the economic activities of their congregants. This influence, in turn, shaped not only the congregations' composition, but also their political and social orientations.

Suggesting that corruption is deeply rooted in the underlying social and historical political structures of a country, Uslaner observes that there is a powerful statistical relationship between levels of mass education in 1870 and corruption levels in 2010 across 78 countries. He argues that an early introduction of universal education is shown to be linked to levels of economic equality and to efforts to increase state capacity. Societies with more equal education gave citizens more opportunities and power for opposing corruption, whilst the need for increased state capacity was a strong motivation for the introduction of universal education in many countries. Evidence for this argument is presented from statistical models, case studies from Northern and Southern Europe, Asia, Africa, Latin America, the United States, Canada, Australia, and New Zealand, as well as a discussions of how some countries escaped the 'trap' of corruption.

Since the late 1990s, the detrimental effects of corruption to human well-being have become well established in research. This has resulted in a stark increase in anti-corruption programs launched by international organizations such as the World Bank, the African Union, the EU, as well as many national development organizations. Despite these efforts, evaluations of the effects of these anti-corruption programs have been disappointing. As it can be measured, it is difficult to find substantial effects from such anti-corruption programs. The argument in this book is that this huge policy failure can be explained by three factors. Firstly, it argues that the corruption problem has been poorly conceptualized since what should count as the opposite of corruption has been left out. Secondly, the problem has been located in the wrong social spaces. It is neither a cultural nor a legal problem. Instead, it is for the most part located in what organization theory defines as the 'standard operating procedures' in social organizations. Thirdly, the general theory that has dominated anti-corruption efforts — the principal-agent theory — is based on serious misspecification of the basic nature of the problem. The book presents a reconceptualization of corruption and a new theory — drawing on the tradition of the social contract - to explain it and motivate policies of how to get corruption under control. Several empirical cases serve to underpin this new theory ranging from the historical organization of religious practices to specific social policies, universal education, gender equality, and auditing. Combined, these amount to a strategic theory known as 'the indirect approach'.
