Book excerpt: Based on original research using official documents, this illuminating account of the role of the police in the rise to power of Mussolini reveals the internal workings of the Italian Liberal policing system, the tensions between its different branches, and problems related to the shifting demands of its wheeler-dealer political masters. Explanations of the support that the Italian police gave to the fascist movement are to be found not only in the profound social, economic, and political transformations characterizing the years immediately following the First World War, but also in Italy's post-unification administrative system. Police support for the Fascists was often morally, if not physically, coerced by the Fascists themselves, while administrative ambiguities and weaknesses hampered any police attempts to repress the movement. The rise of fascism and its support from the police was the logical end result of a tradition of private solutions to problems of law and order. To illustrate this, the book examines the policing of the socialist movement between 1897 and 1918 before analyzing in detail the relationship between the police and the facist movement after the First World War, with a view to comparing behavioral trends emerging during both periods.

It inspects the legal form and content of the prohibition of incivilities and the social factors that can help explain it, as well as the effectiveness and societal impact of various anti-nuisance measures. Part II focuses on social control and the representation of incivilities, including the construction and control of public nuisance in Belgium, the spatial and cultural aspects of incivilities and of law enforcement against them, the media representations of incivilities in the British and Flemish press, and the intersections between migration and control of incivilities when policing in the Netherlands. This book brings together international scholars to examine the ways in which understudied European countries approach the issue of anti-social behaviour. This multidisciplinary text will be of interest to students, scholars and policymakers concerned with issues of social control, incivilities and criminalisation.

This section is concluded by a chapter on two proposals for the establishment of a Jewish homeland in the Sudan in the early days of Zionism, throwing interesting light on the differing aims of early Zionists and alternative historical paths that might have been taken. The second section of the book contains studies on the Jewish situation in nineteenth-century Egypt, focusing on their position within the larger Muslim society and on socio-economic factors, as well as on the career of James Sanua (‘Abu Naddara’), an Egyptian Jew who played a prominent part in nationalist agitation. The two final parts of the book turn to recent and contemporary electoral politics in the Middle East, with special attention being paid to the political leadership and voting behaviour of the Arabs in Israel. Other studies deal with elections in Lebanon and Turkey, and the final chapter analyses the militant right-wing elements in the Turkish political spectrum.
