Looking at the experience of Progresa-Oportunidades--the oldest such program whose results after 10 years provide valuable lessons--offers the opportunity to examine whether the youth of Progresa-Oportunidades, in a not too distant future, will be able to find productive jobs that allow them to escape the poverty that has trapped their parents. In this study, Santiago Levy looks at this question from an innovative perspective, analyzing how the intrinsic structure of incentives created by a set of social policies can aid or inhibit the achievement of the principal objective of Progresa-Oportunidades: to break the intergenerational transmission of poverty. This study can help spark a discussion in many countries on the links between social policy, productivity growth and, in turn, poverty reduction.

The role played by the courts as part of the interplay of institutions within the European Union has been recognised as crucial, and this research, which was conducted at the European University Institute, homes in upon some specific examples. It deals with six Member States of the European Union: Denmark, France, Germany, Italy, Spain and the UK, analysing two select but significant areas of substantive law: transfer of undertakings and equality legislation. The analysis dwells on these key areas, although some other fields of social law were selected in order to prove the main theory underlying the whole research. While on the one hand offering a comparative assessment of developments in the six member states chosen for study, the research also highlights national peculiarities as well as the factors perceived to be driving national actors towards the preliminary ruling procedures This work will be of interest to all scholars of EU law and labour law.

Book excerpt: Paraguay has faced multiple shocks in the past five years as the COVID-19 pandemic was bookended by severe droughts that affected two key sectors, electricity production and agricultural production. The economy has demonstrated remarkable resilience during this period, supported by policy measures commensurate with the magnitude of the challenge, like the USD 2 billion fiscal response to the pandemic. These shocks have also exposed key underlying vulnerabilities in the country’s economy and development model, including reliance on agricultural exports, informality, limited revenue-raising capacity, and exposure to the consequences of climate change. The response and stimulus recognised these issues and found new ways to address or circumvent them, albeit in many cases not efficiently or permanently. This report draws lessons from policy measures implemented during the pandemic and recovery phase and applies them to current strategic challenges. In doing so, it highlights policy priorities to make Paraguay’s development path more inclusive, stronger and more resilient.
