During most of the twentieth century, as a result of the new character of the Mexican post-revolutionary regime, there was a decoupling between the state’s maximalist discourse on sovereignty, and its practice. Sovereignty as an undifferentiated whole does not exist; it should instead be disaggregated into the myriad issue areas in which it is constantly negotiated. Focusing on a tripartite classification relating to the construction of Mexico’s sovereignty towards its northern neighbor since 1920, this volume illustrates how Mexico’s sovereignty has varied not only according to the times, but also according to the issues at stake. In doing so, Arturo Santa-Cruz comprehensively covers a variety of issues in the bilateral agenda such as drug trafficking, electoral observation, human rights, investment, migration, security, and trade, as well as some defining moments in the relationship, such as the 1923 US granting of recognition to the Mexican post-revolutionary regime, the 1938 oil nationalization, the 1982 debt crisis, and the 1995 financial bailout. These diverse cases, analyzed through an original analytical approach, capture sovereignty’s multifocal meaning.

Post-Cold War interventions are marked by a peculiar paradox. From peace and statebuilding projects in war-shattered societies to World Bank development programmes in Africa, the scope of external regulation has grown consistently while international policymakers are finding it increasingly difficult to formulate a political project regarding the Global South. This book seeks to make sense of a contradictory situation in which international policymakers are doing more statebuilding than ever while knowing less about it. The study argues that the crisis of international agency is driven by the demise of reductionist liberal-universal knowledge. It critically explores neo-institutionalism as a dominant policy framework, bringing out how the failure of intervention paves the way for more comprehensive, context-sensitive and bottom-up engagement. As a precondition and side-effect of this expansive process, reductionist liberal-universal knowledge is deconstructed. Paradoxically, the more policymakers learn within a neo-institutional frame of reference, the less they positively know. Without this epistemic foundation, it becomes difficult to act purposively in the world and formulate instrumental policy. The study illustrates these conceptual insights with reference to the Merida Initiative, a U.S.-Mexican security agreement signed in 2007. Rethinking Neo-Institutional Statebuilding will be of much interest to students of statebuilding, international intervention, peace and conflict studies, Latin American politics and IR in general.

Whereas, prior to 9/11 relations remained primarily at the economic level, the attacks on the U.S. unleashed a new dynamic in North American relations that has seen a significant increase in cooperation in a large number of areas, including security. It remains to be seen whether a new security perimeter encompassing the three countries will emerge. But momentum toward greater collaboration and further integration appears to be afoot. Because of the enormous economic dependence on their mutual neighbour, both Canada and Mexico will need to cooperate with the U .S. on security matters given its importance since 9/11. Ongoing analysis of the evolution of security relations in North America and the impact on Mexico and Canada will therefore not only be likely to continue, but will be necessary. This book aims to contribute to this endeavour.
