It closely examines the other vital goals of such regimes against which accountability is often balanced. The options available are not simply prosecution or pardon, as the most heated polemics of the debate over transitional justice suggest, but a range of options from complete amnesty through truth commissions and lustration or purification to prosecutions. The question, then, is not whether or not accountability can be achieved, but what degree of accountability can be achieved by a given country. The focus of the book is on the politics of transition: what makes accountability more or less feasible and what strategies are deployed by regimes to achieve greater accountability (or alternatively, greater reform). The result is a more nuanced understanding of the different conditions and possibilities that countries face, and the lesson that there is no one-size-fits-all prescription that can be handed to transitional regimes.

Venezuela hoy nos ofrece algo radicalmente diferente, es "la posibilidad optimista" de una democracia nueva, solidaria, soberana, socialista, moderna, no dogmática y por qué no, ecológica.

Varas discusses the historical function of the armed forces in local politics, the new ideology of the "national security doctrine," and the process of conflict perception by the Latin American military. He also analyzes the inevitable relations between the arms race and the political role of the region's armed institutions. Using Chile as an example, he places these factors in context and illustrates how political crisis can escalate into a regional arms race. This book examines the various ideologies, strategies and conflicts of Brazil's military leaders of the period that lay behind this phenomemon. Building upon two schools of thought, this book explains the phenomenal emergence of the Brazilian arms industry. The first school of thought attributes its success to the implementation of the National Security Doctrine by many of Brazil's leading officers. The other attributes the success to the pursuit of the corporate interests of the military. A discussion both of the articulated ideology found in the National Security Doctrine, and the corporate ideology of the Brazilian military, set against the development of governmental policy and factional in-fighting among groups of officers, will reveal that neither of these theories alone provide an adequate explanation. A third element, the corporate ideology of the civilian technicos, must also be taken into account.
