Et quel meilleur exemple qu'un engagement sur la scène interna-tionale ou dans le monde économique, quand on sait que ces matières appartiennent aux prérogatives les plus jalousement gardées par l'Etat central. C'est ainsi que les auteurs qui ont contribué à cette publication présentent, en théorie et en pratique et en s'appuyant sur leur expérience personnelle, d'une part les multiples formes que peuvent prendre les relations internationales des régions dans la plupart des pays d'Europe (avec un accent tout particulier sur les Länder allemands et les communes hollandaises), et de l'autre quelques exemples spécifiquement économiquesde cette question (pour les cantons suisses ou la ville de Turin).

Book excerpt: It is the aim of this collection of reports to establish a basis for comparing various seigneurial courts in pre-modern Europe. The contributors are largely medievalists.To come to terms with the subject, a defintion of courts which were seigneurial, given the variety of legal heritages, had to be set up. One of the first observations made was that on the Continent, where central courts were less prominent, there appears to be a more flexible notion of seigneurial jurisdiction. The contributors then look at the variety of jurisdictions in which lords in medieval and early modern Europe governed the legal relations of their vassals. Also the seigneurial jurisdiction is placed within its national context as one variety of courts which co-existed with other forums. Next the authors observe the origin and nature of substantive law which was implemented in the courts. Finally, focus is put on procedure. In England the medieval period witnessed considerable developments in the way in which cases came before the manorial court and how proof of the compainant's claim was ascertained.The reports provide a framework for further study. They demonstrate similarities and differences between seigneurial jurisdictions in England and on the Continent. One significant observation is that seigneurial jurisdictions seemed to have survived longer on the Continent than in England. Moreover, Continental seigneurial courts seemed to have serviced a broader strata of society. Yet, what is perhaps most striking are the similarities in procedure and in the process of custom making which the collected reports uncover.

Book excerpt: In late 20th-century Europe, both national and regional loyalties have retained a surprising strength and topicality, despite the advance of supra-national integration. This volume addresses some specific aspects of this phenomenon that lay at the centre of the interdisciplinary work of the first European Forum of the European University Institute in Florence during the academic year 1993/94. It aims at contributing to a better understanding of the origins and the nature of territorially-based identities in Europe, and it also offers some analysis of current problems arising at various levels of the relationships between regional, national and international structures. The contributions to this volume refer to three major fields of historical and contemporary research: The study of the factors that constitute territorially-based imagined communities. Under what conditions can certain cultural characteristics shared by a given group (such as language, religious affiliation or cultural heritage) acquire social and political meaning in a process of creating territorial loyalties? And how do regional and national loyalties relate to other patterns of particularist group identities? In examining these questions, special attention is given to the concept of primordial identities and to the problem of ethnicity. The analysis of the mechanisms by which particular group interests (social, political, or cultural) are translated into narratives of regional or national identity. The loyalty to a community within a given territory is never merely a product of `invention' and of arbitrary ideological indoctrination.
