Se analizan en él muchos de los problemas planteados por éstas, con las medidas y tratamiento de la Unión Europea, tarea que ha desencadenado una profunda división entre sus miembros: la Europa del Norte frente a la Europa del Sur. Son países con estructuras económicas y energéticas diferentes que no resulta fácil de armonizar y aquí se explica por qué. La crisis de los precios ha llegado a poner en cuestión la misma liberalización de la energía de los años 90 y aún cuando es impensable una vuelta atrás, se ha planteado por la propia Comisión Europea la necesidad de su reforma. No pequeñas reformas sino una modificación a fondo del mismo, en los términos que se explican en las páginas de este libro. Estamos en los inicios de una nueva era de energía provocada por la necesaria descarbonización de la economía y la lucha contra el cambio climático. Se apuntan también en estas páginas algunas líneas de evolución en el futuro de los sistemas eléctricos.

Many Surgeon General's reports have considered research findings on mechanisms in assessing the biological plausibility of associations observed in epidemiologic studies. Mechanisms of disease are important because they may provide plausibility, which is one of the guideline criteria for assessing evidence on causation. This report specifically reviews the evidence on the potential mechanisms by which smoking causes diseases and considers whether a mechanism is likely to be operative in the production of human disease by tobacco smoke. This evidence is relevant to understanding how smoking causes disease, to identifying those who may be particularly susceptible, and to assessing the potential risks of tobacco products.
